Duties

Help

The primary purpose of this position is to serve as the full-time Health Systems Specialist for the installation, geographically separated units (GSU(s), and tenant units, with responsibility for managing all medical administrative functions including medical support, medical operations, force health management and related medical applications. Manages Health Services activities, including plans and operations, human resource management, and Medical staffing. Oversees medical facility management. Provides medical management and advisory services that contribute substantially to the plans, policies, decisions, and objectives of senior management. Develops plans, policies, procedures, goals, and objectives for the overall operation of the Medical Group. Directs the Medical Group accreditation program and management improvement studies. Determines eligibility, authorizes and coordinates civilian and military medical care for Active Guard Reserve (AGR) personnel and other eligible beneficiaries in accordance with directives and local policies. Reviews medical supply and equipment requirements, makes appropriate recommendations, and requests required procurement and funding authorizations. Interprets regulations and assists in their implementation for the installation to ensure compliance with Health Services Inspections (H S I), Occupational Health and Safety Administration requirements (OSHA), Food and Drug Administration (FDA), and Environmental Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP). Directs budget formulation and execution. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointments, promotions, or reassignments to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed; develops performance standards and completes the annual work performance of subordinates. Performs other duties as assigned.

  • Must hold the grade of E-5 or E-6.

Qualifications

Military Grades: E-5 or E-6

1. Specialized experience will be used to determine qualifications for the announced position.

Must have at least 12 months of Specialized Experience in each of the following:
1. Knowledge of the basic principles and practices related to the management of health care delivery system.
2. Working knowledge in health services management; hospital administration and practice; contractual and accounting fundamentals; quality management; human resource management; and biometrics.
3. Knowledge of nursing standards, nursing practice; medical executive skills/competencies; and contingency plans.
4. Military or civilian working experiences at an intermediate competency level in one of the medical service core functions that is prescribed as: Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation).
5. Working experience in analyzing and recommending solutions to complicated problems related to health system.
6. Experience in managing the function of the work to be performed.
7. Experience which includes leading, directing and assigning work of personnel.
8. Need organizational skills; leadership competencies; oral and writing skills; and experiences in briefing senior leaders on related subjects.

Education

Air National Guard Enlisted GS-09 through GS-10 Positions
Must have a high school diploma. An undergraduate degree from an accredited college/university is optimum in health care administration, general science, biology, psychology, or other closely-related medical degree fields.
