Duties

1. Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations,
organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements.

2. Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. Identifies and initiates new projects as required to manage and oversee assigned programs. Attends meetings and/or special conferences as CAO representative and may act as a working member on special councils, contracting and financial boards, readiness committees, etc., and functions as the public relations POC for the Command Administrative Office.

3. Reviews, analyzes and coordinates, as necessary, on a variety of recurring surveys and reports accomplished by key staff members such as USP&FO Management Analysts (Analysis and Internal Reviews), Budget Analyst (Financial and Fund Status Reports), Program Analyst (Readiness Reports, Equipment Status and Unit Reports), and Mobility Planner (Mobilization Plans and Mobility Exercise Reports). Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents
alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or directing various Army National Guard programs.

4. Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Gathers and examines pertinent data to develop technical correspondence to include response to congressional inquiries or special requests from
higher headquarters.

5. Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives. Conducts special investigations of unusual incidents as required and develops comprehensive reports of findings.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement.
In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Army skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience. GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

Education

  • An in-depth knowledge of ARNG operations and programs is required to properly assess the effectiveness and efficiency of program operations carried out by various organizations within the NVARNG and the ability to evaluate methods and techniques concerning the efficiency and effectiveness of program operations such as supply, budget, procurement, etc. An ability to conduct detailed analysis of various programs is also required. Knowledge of established management principles, pertinent regulations and guidelines, coupled with the ability to apply fact-finding and investigative techniques. A knowledge of program issues, goals, and objectives, work processes, and administrative operations of the organization.
  • Works under the general supervision and direction of the Command Administrative Officer who provides guidance, tasks, and defines overall program objectives. Independently plans and carries out responsibilities for daily operations and activities. Resolves most conflicts and hazardous situations independently; however, the supervisor is available when unusual situations arise that do not have clear precedents. The course of action to be taken, methods, or techniques to be applied are determined by the employee, under the guidance of the supervisor. Work is reviewed for effectiveness in meeting safety requirements and mission objectives; technical soundness; and for compliance with statutory and regulatory guides, correspondence, reports, etc.
  • Work involves performing various management duties that require differing and unrelated methods, practices, techniques and criteria. Coordinates management programs involving training activities, safety, maintenance, and communications and operations. Develops schedules, plans, and briefings to ensure proper functioning of range management operations and personnel to support such functions. Ensures that all activities are conducted in accordance with safety guidelines and standard operating procedures and resolves most conflicts independently.
  • Frequent contacts occur with personnel in the State Headquarters staff, unit commanders, and NGB staff. Contacts also include members of the state/territory community and contractors. Contacts also include political officials for local, state, tribal, and territory governments. Contacts occur in meetings, conferences, briefings, speeches, and presentations in moderately unstructured settings. Contacts are for the purposes of justifying, defending, coordinating and influencing individuals in regard to force integration and readiness of the units within the state. The incumbent may encounter resistance due to such issues as organizational conflict, competing objectives, or resource problems.
