Duties

Help
  • Reports directly to the Chief, Network Assurance Branch, and has responsibility for providing management and supervision of section personnel.
  • Provides government supervision, staff direction, and management guidance for network defense operations activities in support of the Department of Defense (DoD) with regards to all aspects of network defense.
  • Participates within the DISA's Cyber Security Service Provider (CSSP Team) with the goal to assure information availability, protection, and delivery in order to enable decision superiority to the warfighter and all those who support them.
  • Serves as an agency-wide subject matter expert (SME) on DISA’s cyber security mission to understand cyber threats and vulnerabilities imposing risk to DoD operations
  • Develops countermeasures to identify Network Assurance vulnerabilities and ensure critical information alerts are disseminated to customers.
  • Provides technical advice, guidance, and assistance to organization leadership on matters pertaining to information technology (IT) capabilities, network security, and intelligence.
  • Serves as an agency-wide Subject Matter Expert (SME) on the Agency's cyber security mission.
  • Leads DISA's effort in providing analysis and incident handling through the combination of captured technical sensor feeds and shared intelligence.
  • Participates in the development of CND (Computer Network Defense)/Network Assurance strategy and support with various stakeholders, including USCYBERCOM, NSA (National Security Agency), and peer CSSP (Cyber Security Service Providers).

  • This position requires a Top Secret/SCI security clearance.
  • This position has been designated as "Mission Essential." Incumbent will be required to re-port to work or relocate to a new duty location, within the United States, in times of local/national emergency.
  • This position requires shift work.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Attention to Detail - Experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.

Customer Service - Experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.

Oral Communication - Briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.

Problem Solving - Identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as:

Experience serving as a senior supervising leader in a cyber security organization, providing technical guidance and direction on computer network defense operations. Also, experience working with senior leaders and stakeholders to resolve complex analysis and incident handling for cyber security threats and develop solutions to protect against cyber threats.

Education

There is no substitution of education for the qualifying experienceat the GG-13 grade level.

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.   • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • This recruitment provides promotion opportunity to target position without further competition when selectee is eligible and recommended by management. However promotion is not guaranteed and no promise of a promotion is implied.
  • Telework availability will be based upon the mission requirements and supervisory determination
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

  • Shift work required. Shift hours will be: Hill AFB Hours - Days: 0500-1330; Swings: 1300-2130; Mids: 2100-0530. Columbus, OH Shift Hours - Days: 0700-1530; Swings: 1500-2330; Mids: 2300-0730.
