Duties

Help
  • At the GS-12 level, performs duties in a developmental capacity until promotion to the GS-13 level.
  • Serves as senior expert and project lead on the Operations Management Team, providing program oversight and advice regarding position classification and position management.
  • Oversees the position classification program for DLA Human Resources Services, ensuring the program meets basic goals and objectives and is compliant with all laws and requirements.
  • Provides proactive classification and position management advisory services and explains and justifies recommendations to top management officials.
  • Interprets and clarifies policies, standards, and procedures to all levels of management and employees.
  • Serves as the DLA Human Resources Services representative on classification-related initiatives.
  • Develops, provides, and oversees training for the office in the areas of classification and position management.
  • Reviews proposed reorganization requests and develops concerns, recommendations, and workable solutions.

Qualifications

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to
successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify
at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or
equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility
requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment,
minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the
announcement. Creditable specialized experience includes:

  • Assists in classification and job grading of General Schedule (GS) and Federal Wage System (FWS) positions, supporting senior classifiers in the analysis of classification issues across the enterprise.
  • Conducts research and reviews position descriptions (PDs) for consistency, supporting classification determinations and preparing summary reports for management review.
  • Provides advisory support on classification policies and procedures, assisting with organizational alignment reviews and mentoring junior HR specialists under supervision.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to

at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or
equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility
requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment,
minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the
announcement. Creditable specialized experience includes:
  • Managing, overseeing, advising, and auditing a federal civilian classification program and processes.
  • Planning, organizing, and conducting classification projects involving research and resolution of complex federal civilian human resources problems.
  • Making complex classification determinations for federal civilian positions and communicating findings to management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
