Duties

Help
  • Manages civilian manpower utilization by monitoring staffing levels, position descriptions, and resource allocations.
  • Serves as the primary liaison with internal leadership and external HR service providers to coordinate personnel actions and resolve workforce challenges.
  • Leads strategic human resources (HR) initiatives to align personnel management practices with organizational objectives.
  • Develops and implement HR policies and internal procedures that support workforce efficiency, compliance, and readiness.
  • Oversees the management of special programs, including internship development and talent pipelines, to ensure effective succession planning.
  • Conducts organizational structure reviews and recommends staffing adjustments based on mission requirements and workload analyses.
  • Advises management on position classification, performance management, and reorganization efforts to support evolving operational goals.
  • Directs the performance appraisal process, ensuring timely evaluations, objective assessments, and alignment with organizational standards.
  • Administers employee relations programs, including disciplinary actions, grievance resolutions, and conflict mediation.
  • Oversees the civilian training program, including training budget management, course selection, and the identification of developmental needs.
  • Ensures compliance with internal controls, safety protocols, equal opportunity regulations, and other mandated personnel policies.
  • Collects, analyzes, and reports HR metrics and workforce data to inform executive decision-making and continuous improvement efforts.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military and External Affiliates Division (MEAD) process.]
  • Temporary duty (TDY) travel may be required 15% or less of the time.
  • Must be willing and able to work flexible schedule, may include weekend and holidays.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
  1. Experience in coordinating recruitment actions by preparing documentation, tracking hiring progress, and ensuring compliance with procedural requirements. AND
  2. Experience applying analytical and evaluative techniques to the identification, consideration, and resolution of complex administrative and management issues or problems. AND
  3. Experience performing executive level support activities in a combination of any of the following areas: general administration, budgeting, management analysis, personnel management, protocol, position management, manpower utilization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
