Duties

  • You will assist in the performance of functions of formulation of budget and estimates to support plans, programs, and activities.
  • You will review and evaluate budget requests, control and reporting of obligations and expenditures.
  • You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations
  • You will perform specialized work involving managerial or administrative work in connection with accounting systems.
  • You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers.

  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

For the GS-09: At least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Ability to use a computer and experience using computer software such as excel, word, access, SABRS, ERP, STARS, COST, etc. Working knowledge of fiscal law, accounting and financial policies, ability to perform accounting and financial analysis and use the data to make recommendations, ability to analyze and solve problems with accounting and financial data.

For the GS-07: At least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using a computer and computer software such as excel, word, access and accounting programs, basic knowledge of accounting, budget or financial policies, ability to perform accounting and financial analysis.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

For the GS-09:
Successful completion of a master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., that is related to the position being filled.

For the GS-07:
Successful completion on one full year of graduate level education or successful completion of a bachelor's degree with superior academic achievement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement is based on (1) class standing; (2) grade-point average, or (3) honor society membership;
1. Class standing - applicants must be in the upper third of graduating class in the college or university attending based on courses completed.
2. Grade-point average (G.P.A) - applicants must have a grade-point average of: a. 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of my curriculum, or b. Based on grade-point average of 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society as listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Additional information

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
