  • Serves as the point of contact for resolving customer questions or problems concerning Information Technology (IT) automation systems.
  • Installs, configures, troubleshoots, and maintains hardware and software.
  • Assists users in resolving technical computer problems and malfunctions.
  • Plans, organizes, builds and distributes PC's and laptops for training events in the Area Office.
  • Adapts, configures and test computer software, hardware and/or user systems for effective integration of software microcomputers.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-07: One year of specialized experience equivalent to at least the GS-05 level or one (1) full year of graduate level education or superior academic achievement (a bachelor's degree with a 2.95 or higher cumulative GPA).

GS-09: One year of specialized experience equivalent to at least the GS-07 grade level or Master's degree or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree.

GS-11: One year of specialized experience equivalent to at least the GS-09 grade level or Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.

Examples of Specialized Experience
GS-07: Planning and delivery of IT Customer support services; providing Point of Care Customer Service, resolving customer related technical software and hardware problems in accordance with established policies and procedure; assists users in resolving technical computer problems and malfunctions; plans, organizes, builds, and distributes PC's and laptops; Provides technical support to users for computer software; installs new software, versions, and updates; adapts, configures and test computer software.

GS-09: Prepares and disseminates information, makes recommendations on the potential use of new developments in IT; instructs users on proper use of software systems to improve usage of microcomputers; determine the exact nature of the problem and provides users with solutions; provides customer assistance and training for all IT Systems and applications utilized; Ensure proper security measures on information systems through the use of appropriate guidelines, procedures, security tools, and user training.

GS-11: Provide assistance and technical support to either businesses or consumers that are experiencing technical, hardware, or software issues; educate customers, answer questions, and troubleshoot any related problems about technology-based products and services; install software and hardware including modifications or repairs; conduct on-going testing of existing equipment and software programs; test software or hardware products received, provide feedback and make sure the products are compatible with the existing products and systems; set up and provide training sessions for software or hardware to customers.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.

This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps.
