Duties

Help

You will serve as a Supervisory Business Unit Manager and be responsible for providing supervisory, administrative and technical management of the U.S. Coast Guard's automated active duty and reserve pay and personnel system. You will also provide personnel support to USCG customer and for the timely processing and payment of semi-monthly payroll.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Evaluating legislative and regulatory changes and Comptroller General decisions and establishing policies and directions for implementing them.
  • Providing responsive and timely service to Pay and Personnel Center (PPC) customers.
  • Making continuous improvements to the services and products provided by Military Account Support Branch.
  • Processing pay entitlements and ensuring that the semi-monthly payroll is accurate and timely.
  • Furthering the goals of equal employment opportunity (EEO) by ensuring the accomplishment of affirmative action objectives and adhering to non-discriminatory employment practices.

This position has been designated as Mission Essential. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Key Requirements:

  • This position has been designated as a key position. If selected for this position, the incumbent will be screened for Ready Reserve status and appropriate action will be taken to remove the incumbent from the Ready Reserves, if a member.
  • This position is designated as a key position. In the event of a crisis situation, war, or mobilization, the incumbent must continue to perform the duties to support mission requirements. A member of the Ready Reserve may not fill the position on a permanent basis. If filled by a member of the Ready Reserve, appropriate action must be undertaken to change the incumbent's reserve status to a status other than that of Ready Reserve.

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Assisting with the administration of civilian or military personnel systems.
  • Assisting with the administration of civilian or military pay systems.
  • Assisting in the development of software and procedures in support of automated pay and personnel systems.
  • Processing pay entitlements and assisting with ensuring payroll is accurate and timely.
  • Providing pay and personnel services in a responsive and timely manner.
  • Carrying out EEO policies.
  • Training subordinates or providing advice related to work and administrative matters.

NOTE: Education cannot be substituted for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education
