The NAS Operations Manager serves as a technical expert in the operations, facilities and services of the National Airspace System (NAS). Performs work requiring agency-wide leadership for highly complex and challenging technical activities associating with maintaining the NAS facilities and services for which the FAA is responsible. Applies experience and expert technical knowledge of the NAS operations and resolve complex issues that often cross-organizational boundaries. Work directly supports the objectives of the agency and the safe and continual operation of the NAS.

Contacts are both internal and external. Collaborate with multiple customers to shut down and restore facilities, systems, and services to minimize disruption of services to the flying public. Works independently, with technical staff and lower-level specialists. Provides updates to management on the accomplishment of work assignments and program operations. Provides expert guidance and instruction to address diverse, complex issues and challenging technical NAS modernization issues that may cross multiple projects, programs, or functional areas. Performs the following duties and responsibilities:

• Conducts real-time oversight and operational status monitoring of the National Airspace System (NAS) facilities and services.

• Manages the NAS by keeping abreast of the latest equipment outages, delays, etc., and coordinating restoration efforts.

• Focal Point for the Technical Operations Vice President. Acts as the central entity to apprise the field, VP, Chief Operating Officer, FAA Administrator, etc., of the status of the entire NAS infrastructure. Participates in multiple daily briefings with top FAA officials.

• Provides summary reporting and performance analyses of the NAS. Provides oral and written briefing status of an operational impact to the NAS to all level of the FAA.

• Formulates and recommends organizational positions on major agency activities to senior management. Represents the FAA as a senior technical authority on NAS major projects and programs.

• Leads and guides lower-level specialists on coordinating restoration efforts through ATO Technical Operations Headquarters and Field Offices, ATO Service Areas, and external stakeholders.

• Directs facilitation of 2nd level engineering support to prevent, resolve, or mitigate failures and outages across the NAS.

• Organizes cross-organizational coordination in accordance with national priorities to prevent or minimize impact of NAS service interruptions.

• Oversees coordination among the Control Centers and ATO Lines of Business to support NAS operations and facilitate transition to future concept of operations.

• Has broad automated system and networking responsibilities providing complete services to air traffic stakeholders on a national level/over large geographic area.

• Incumbent performs a wide variety of very complex assignments with a high degree of independence from supervision. Contacts are internal and external. Recognized for a high level of technical expertise on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area.

• Develops plans, techniques, and policies to address current or anticipated problems and issues with the NAS. Work is reviewed for success in achieving desired results.

• The incumbent is designated as “essential” in the event of a snow or other emergency. Subject to work rotating shifts so as to provide continuous coverage 24 hours a day, 7 days a week.

• Duties have direct impact to the NAS.

• Must be able to obtain Secret Clearance.

Qualifications

There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band I/ Level IV or GS/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.

Specialized Experience is: Experience with conducting real-time oversight and operational status monitoring of the National Airspace System (NAS) facilities and services.
