Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will serve as the lead Financial Management Analyst of the Joint Staff Directorate of Management (DOM) Resources and Acquisition Management Office (RAMO), and is responsible for planning, coordinating, executing, and analyzing the budget, financial, and accounting of the annual and multi-year appropriations within the Joint Staff.

Duties

Help

As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-14 some of your typical work assignments may include:

  • Serve as the top authoritative advisor to the Director, DOM (DDOM) for financial programs and corresponding objectives, policies, and technical matters. Provide advice, counsel, and guidance on all resource issues.
  • Ensure timely and effective submission of requirements, changes and other required input through the Planning, Programming, Budgeting, and Execution System (PPBE) process.
  • Monitor and evaluate the accomplishment of the Directorate's short-term, annual and Program Objective Memoranda (POM) financial planning efforts.
  • Establish measures of effectiveness and develop analytic plans and decision methodologies for completing effective resource management.
  • Oversee financial needs and equities of the Directorate of Management and its subordinate organization; Maintains currency on all past, on-going, and future projects, programs, and analyses.
  • Serve as the final resource functional recommending authority for areas of imbalance, resource deficiencies and corrections. Make recommendations regarding overall financial management and program policy.
  • Assesses contract financial execution; Ensures Directorate Contract technical representatives are properly trained, appointed, and maintaining appropriate oversight of vendor support.

  • Employee must obtain/maintain a (Top Secret) Sensitive Compartmented Information security clearance.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector:

  • Formulates and coordinates the execution of strategic planning, business, and budgetary management processes and develops the overall strategy and oversight of budget processes.
  • Performs risk analysis and studies to provide management with various options including the most preferred course of action to be taken in executing proposed plans and strategies, as well as identifying and recommending ways to minimize programming and budgeting vulnerabilities.
  • Participates in the translation of requirements into detailed plans, programs, and schedules consistent with the requirements of the Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memoranda (POM) process; Provides recommendations regarding changes required in resource utilization because of higher authority action and emergent requirements and deficiencies.
  • Analyzes and assesses contract execution and manages the disposition of the budgeted funds.
  • Advises upper management on appropriate use of studies, study funds, and contractor support, to comply with the U.S. Code and Federal Acquisition Regulations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame 2 yrs from appointment. Only experience and education obtained by the closing date of this announcement will be considered.
