Help

This position is with the United States Property and Fiscal Office (USPFO) located in Phoenix, Arizona. Its purpose is to serve as Property Book Officer and be responsible for the management of organizational property accounts.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the (USPFO).
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.
  • Incumbent must be able to attend a week long course of ISM Training at PEC within 6 months of hire.
  • Recruitment, Relocation, or Retention Incentive may be offered and is subject to availability of funds.
  • Incumbent must be able to obtain and maintain a government travel card, security clearance, and domain network access.
  • Preferred candidate has experience with GCSS Army and Microsoft Office.
  • Preferred candidate has forklift experience.
  • NOTE: Warrant Officers and Officer must possess a security clearance as it is a requirement of the rank. Enlisted members must be able to obtain within one year of appointment.

Warrant Officer MOS: 920 Series

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, cataloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operations support. Experience coordinating with other organizations on complex and controversial supply issues. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

2. Knowledge and ability to be responsible for the property book operations of the organization in the areas of inventory management, storage management, equipment coordination and supply management.

3. Skill to maintain property book accountability utilizing an automated system and related computer programs to account for property.

4. Ability to coordinate with the USPFO and subordinate units of the division the lateral transfer and/or turn-in of excess property.

5. Ability to establish quality edit procedures and oversee the edit of all documents.
