This position is located in the Architect of the Capitol (AOC), Office of Chief Security Officer (OCSO), Assistant Director, Facilities Management Division. The Assistant Facility Manager serves the Offsite Facility (OSF) maintained and operated by the Office of Chief Security Officer for Legislative Branch Agencies and Organizations. This position must be able to obtain and maintain a Top-Secret security clearance.

**Duties quoted at GS-13 level; If selected at the GS-12, candidate will have non-competitive promotion potential to the GS-13.**

  • Provides oversight and management of facility operations, building maintenance tasks, space management, and contract administration activities for the OSF site location, to include maintenance, custodial and landscaping activities.
  • Conducts inspections of the facility systems, and equipment to identify unusual situations that may require non-scheduled maintenance. Analyzes system operations and takes proactive action to address issues before they impact building or client operations.   
  • Manages and tracks all system impairment requests for elevators, fire alarms, suppression systems, heating, ventilation and air conditioning (HVAC) equipment, refrigeration units, perimeter security systems and emergency generator systems.
  • Manages and tracks all site incidents, following procedures for timely reporting to OCSO Management. Ensure all follow up actions are completed, and the incident is closed out properly.
  • Monitors custodial and maintenance operations for efficiency and cost effectiveness. Implements Quality Assurance activities to ensure that required quality control inspections are being performed. Provides QA/QC tracking in monthly performance metrics. Works closely with service providers to integrate new and/or improved methods in maintenance procedures.
  • Ensures timely completion and tracking of code and regulatory inspections. Tracks all inspection findings and corrective action repairs. Ensures comprehensive tracking of monthly, semi-annual, and annual environmental requirements, i.e., generator and boiler emissions, fuel usage, etc.
  • Provides oversight of contractors performing maintenance and preventative maintenance of mechanical, electrical and facility systems. Ensures contractor performs all work in accordance with the contract statement of work including required generator testing.
  • Creates, revises, and executes new Standard Operating Procedures (SOPs) and Method of Procedures (MOPs) for building controls, key equipment, systems, services and scheduled outages. Reviews and ensures adequacy of SOPs and MOPs produced by facility maintenance contractors. Works with the Facility Manager to coordinate all work associated with OSF facility projects, upgrades, emergency repairs, and replacement of equipment.
  • Develop plans, schedules and coordinate day-to-day work requests, client service tasks, custodial efforts and small, facility-related projects. 
  • Evaluates the cost of preventative maintenance of existing equipment against the cost of replacement of aging equipment. 

Follow all relevant safety rules, regulations and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE).

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Serving as a Contracting Officer's Technical Representative (COTR) or equivalent.
  • Managing large facilities programs including electrical and HVAC systems, planning maintenance activities, and developing preventive maintenance programs; 
  • Conducting inspections of critical facility systems and recommending areas of opportunity and improvement;
  • Leading personnel responsible for repairs and maintenance of mechanical, electrical and facility systems.

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:

  • Assisting Contracting Officer's Technical Representative (COTR) with duties not limited to interpretating requirements and contractor performance. 
  • Coordinating programs for large facilities including electrical and HVAC systems, planning maintenance activities, and developing preventive maintenance programs;
  • Conducting inspections of various facility systems and evaluating areas of opportunity and improvement;
  • Supporting the management of personnel responsible for repairs and maintenance of mechanical, electrical and facility systems.

Education

In addition to meeting the specialized experience requirements for this position, applicants must meet the Individual Occupational Requirements (IOR) for the 1640 series. 

Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

Specialized Experience : Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
