Summary

This position is with the CNRJ Support Services (N94) program located at Commander Fleet Activities Okinawa. The incumbent works in the NAF Personnel branch providing human resource and administrative support. Additionally, will serve as Security Assistant, processing formal background check documentation for security suitability determinations for NAF FFR Program (N9) personnel as required by regulations and instructions, including security and fingerprints records, and applications for access.

Duties

Help

  • Responsible for performing a variety of personnel clerical duties which may include one or more of the following: recruiting personnel, processing personnel actions, including dental, medical and insurance claims, workman's compensation, orientation, training, exit interviews, etc.
  • Assist in supporting a personnel specialist coordinating activities, assisting in matters involving performance appraisals, answering questions regarding personnel policies, etc.
  • May prepare various personnel reports and statistics related to assigned functions.
  • May operate computer to input data to update and maintain records.
  • Performs filing, typing, uses telephones and other media devices as required to carry out their duties.
  • Serves as liaison between installation security officer, NAF Human Resources (HR) office, and applicants/employees in order to coordinate the security process.
  • Prepares background check documentation for requesting offices and submits through appropriate offices for review and research.
  • Reviews paperwork for proper completion and identifies any errors or missing date prior to approving for entry into the electronic background check system.
  • Uses applicable security systems [e.g. Defense Information System for Security (DISS), National Background Investigation Services (NBIS), and Secure Web Fingerprint Transmission (SWFT)] and/or contacts the Security Manager to determine if an applicable background investigation is on file, and requests reports.
  • Reviews background check results, conducts follow up inquiries into discrepancies and/or developed suitability issues.
  • Serves as administrator for electronic fingerprint transmission to the Office of Personnel Management (OPM).
  • Monitors computer account requirements and submissions.

  • The position is sedentary.
  • Must be able to use a computer and variety of Word, EXCEL, PowerPoint applications with accuracy.
  • May do manual filing of documents, lifting documents to approximately shoulder level and that may weigh up to 30 pounds.
  • Position is eligible for situational telework.
  • Must possess or be able to obtain and maintain a SECRET security clearance.

Qualifications

  • A minimum of one year of experience that demonstrates the ability to perform the work of the position.
  • Ability to interpret and apply rules, regulations and policies applicable to the program areas assigned.
  • Must have knowledge of established clerical procedures.
  • Knowledge of grammar, spelling, punctuation and capitalization.
  • Knowledge of personnel security procedures to include processing security clearances, initiating background investigations, in-processing or out-briefing of personnel, and security internal reviews/inspections.
  • Ability to use security systems and devices (e.g. biometric scanning devices) in planning and implementing protective methods and security procedures.

Education

  • When education is a basic requirement for the position, or when substituting education for experience, applicants MUST submit a copy of high school transcripts, college transcript, or a list of courses, which includes grades earned, completion dates, and quarter, and/or semester hours earned as part of the application package.
  • Foreign education must include evidence that it is comparable to education received at accredited educational institutions in the United States. Transcripts from foreign colleges must be evaluated for U.S. equivalency in order to be considered. Applicants are responsible to obtain and submit proof of creditability of education as evaluated by a credentialing agency, which is a private U.S. organization.
  • Credential evaluations are not free and applicants are responsible for the cost of the selected service.
    All substitutions of education for experience will be made in accordance with OPM approved qualification standards.
    To receive consideration for a non-related degree or eligibility based on a combination of education AND experience, a college transcript is required. All transcripts MUST show student's name and the name of the awarding university or educational institution, degree type, awarded/conferred date, and the field of study.
  • *If your degree has not been awarded/conferred, you must provide a copy of your HS Diploma or equivalent along with transcript(s).
    Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education are acceptable to meet positive education requirements or to substitute education for experience.

  • Some positions have special requirements. Selection may be tentative pending the completion of the satisfactory employment reference checks and receipt of proof of education (where applicable).
  • Selectee may be required to complete a one (1) year probationary period.
  • Participation in the Direct Deposit/Electronic Fund Transfer is required. Salary is commensurate with experience and/or education.
