The primary purpose of this position is to serve as an Air Reserve Technician (ART), manage the unit Air Transportation Quality Assurance program, assist the aerial port senior ART in managing day-to-day activities, and provide training to reservist in the accomplishment of the tasks set forth herein.

Duties

Help

Provide support and recommendations to the senior Air Reserve Technician (ART) in directing resource management, supply system, and general accounting system to monitor expenditures, correct discrepancies, and revise requirements.

Develop Aerial Port's Air Transportation Standardization/Evaluation (ATSEV) quarterly summary reports and conduct analysis of deficiencies and error trends based on data collected during an identified summary period and compare to trends from previous summary reports.

Review systems such as Air Transportation Web Based Training (ATWBT), Training Business Area (TBA) and compare to the Command's Training and Evaluation List (CTEL) for Unit Type Code (UTC) compliance. Identify deficiencies, develop reports and brief leadership.

Coordinate with the unit training manager when needed. Conduct follow-up on Unit Type Code (UTC) qualification and readiness plans, implementation for compliance, milestones adherence and adequacy.

Develop and manage the unit annual training plan and executes Unit Training Assembly (UTA) schedule.

  • Position may require incumbent to fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments.
  • Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
  • Must be able to obtain and maintain a secret clearance.
  • Males must be registered for Selective Service, see Legal and Regulatory Guide.
  • The incumbent may be required to work overtime to meet workload demands.
  • The work is performed in an office and industrial environment, which involves moderate risk or discomfort, and requires special safety precautions.
  • The work is primarily sedentary, although some slight physical effort may be required, e.g., walking, standing, bending, or carrying light items.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-7 level (or equivalent in other pay systems) in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position being filled. Specialized experience is experience which includes assisting and resolving a variety of aerial port problems, questions, or situations through planning, monitoring, and coordinating assigned aerial port programs.

EDUCATION: Master's or equivalent graduate degree or t
wo full years of progressively higher level graduate education leading to a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a varied range of aerial transportation concepts, principles, practices to include aerial transportation policies and operations, supervisory roles, training program, deployment processes, budget and resource management.

2. Knowledge of aerial transportation mission capabilities and directives to assist in the management and implementation of programs for the organization.

3. Skill in applying analytical and evaluative methods and techniques to solve issues and/or formulate solutions to complex aerial transportation problems.

4. Knowledge of and skill in using automated systems to prepare reports and extract data from them and the ability to analyze automated products to determine adequacy of program and/or deficiencies.

5. Ability to analyze, plan, and adjust work operations of support functions/organization segments to meet mission requirements and organizational objectives within available resource constraints.

6. Ability to communicate both orally and in writing, clearly concisely and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
