Duties

Help

The incumbent serves as a Supervisory Contract Specialist performing contract work for both pre-award and post-award functions. Work is performed with minimal to no technical supervision.

Supervises employees performing contracting and procurement functions regarding service, supply, and/or construction contracts. Responsible for overall planning and management of the department under his/her supervision. The incumbent is responsible for planning, developing, and managing contractual actions for complex functional areas and for acquisitions which may lack precedent. The acquisitions may include unique supplies, information technology, construction projects, and various technical services. The incumbent is responsible for formulating complex procurement plans, working with complex work statements, providing expert guidance to management and customers in defining procurement needs, complying with regulatory requirements, and addressing issues unique to the specific procurement.

Reviews requirement package for completeness, accuracy, and compliance with administrative, regulatory and procedural requirements. Analyzes requirements to determine appropriate method of procurement and type of contract most favorable to the NAFI. Works with customer to further develop acquisition plans, requirements, and evaluation criteria for source selection. Develops solicitation and contract in accordance with regulatory requirements and performs the full range of source selection applicable to each procurement.

Performs contract administration functions for all assigned contracts. Makes final determination on progress payments, control of Government furnished property, change orders, contractor claims, excusable delays and mutual mistakes. Monitors contractor performance to ensure full compliance with contract terms, conditions, and specifications. Performs job-site visits as necessary to conduct special compliance checks. Performs all contract termination functions to include assigning settlement agreements. Performs contract closeout upon completion.

Ensures that all memorandums and other pertinent procurement documents are prepared adequately and accurately in accordance with policy and regulation. Incumbent will keep the Chief or team leader current with up-to-date status of actions and provides information for various management information reports and input for the Strategic Plan. Uses automated acquisition systems, Microsoft Windows, Word, Excel, Outlook, Power Point and other software as required to perform duties.

Provides special instructions and advisory services to customers on difficult issues and responds to technical questions for complex, novel, or non-routine and routine contracting matters. Monitors work in progress as appropriate to assess quality and quantity according to standards established by the Branch or Division Chief. Provides technical guidance and training regarding contracting procedures and reviews and approves procurement actions worked by subordinate contracting staff.

May serve as a warranted Contracting Officer within prescribed authority limits and performs the full range of supervisory responsibilities and duties. Assists other division members as needed and participates in special projects. Performs other duties as assigned.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Minimum Qualifications:
Qualified candidates will possess at least one year of work experience performing duties equivalent in scope and complexity to the next lower grade level to include:
1. Extensive experience in applying acquisition laws, contract principles, statues, Executive Orders, regulations and/or procedures applicable to pre-award and post award actions
2. Experience in procuring and administering contracts for a wide variety of supplies, services, and construction.
3. Experience leading, teaching, and mentoring others.
4. Must have experience creating and delivering formal written and oral presentations to various levels (i.e., writing complex acquisition plans, statements of work, solicitations, contracts and supporting documentation; conducting proposal conferences, site visits, evaluation panels, and debriefings).

Highly Qualifications:
Preferred candidates will possess on top of the minimum qualifications:
1. A general business acumen and understanding of economics.
2. Three (3) years of experience in any of the following areas: acquisition, procurement and contract administration.
3. Willingness to negotiate pricing and terms and conditions with vendors.
4. Experience submitting Army correspondence in final draft, including data preparation and reporting documents, award decision memoranda, information papers, spreadsheets and/or slides.
5. Experience interpreting and applying rules, regulations and policies.
6. Knowledge of simplified and formal acquisition processes.
7. Willingness to train, coach and mentor others.
8. Leadership skills and the ability to maintain a team motivated and engaged.
9. The ability to review and critic work produced by subordinate staff in a constructive and tactful manner.
10. A bachelor's degree which included a minimum of 24 semester hours of business courses, Certified Professional Contracts Manager, Defense Acquisition Workforce Improvement Act Level II/II in contracting or other applicable professional certification.
