Duties

As the Supervisory Marine Surveyor, you will:

  • Manage and administers the ship operations, maintenance, and repair programs.
  • Be responsible for planning, prioritizing, and assigning work; collaborating with peers, subordinates, contract personnel, and State Maritime Academy employees; Supervises the local Marine Surveyors.
  • Utilize Program Management skills to serve as Contracting Officer’s Representative (COR) or Alternate COR (ACOR) for assigned Maritime School Training Ships and other ships.
  • Prepare, justifies, defends, executes, tracks, monitors, and manages budgets.
  • Ensure that all the group's ship operations, maintenance, and repair programs are properly surveyed, planned, monitored, staffed, supervised, and executed.

Ideal Candidate Statement: has experience and/or mastery of ship operations, maintenance, repair, alteration, logistics support, construction, mission readiness, operational reliability, cost-controls, budgeting, planning, contractor oversight, and quality assurance; knowledge of USCG and class society rules and regulations as well as supervisory, project management and contracting experience. The Supervisory Marine Surveyor position for the Public Nautical Scholarship Program (PNSP) manages and administers the ship operations, maintenance, and repair programs for the assigned ships by supervising a group of Marine Surveyors.

CONDITIONS OF EMPLOYMENT:

  • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience supervising or leading a team that performs maintenance, alteration, logistics support and repair of commercial ocean-going vessels of unlimited tonnage and horsepower.
  • Experience working on high voltage diesel electric power plants.
  • Experience with budgeting, planning, project management, contract oversight, and quality assurance.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
  • Configuration Management: Knowledge of the principles and methods for planning or managing the implementation, update, or integration of information systems components.
  • Engineering and Technology: Knowledge of engineering concepts, principles, and practices, and of equipment, tools, mechanical devices, and their uses to produce motion, light, power, technology, and other applications.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Written/Oral Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience and nature of the information including technical, sensitive, controversial topics. Makes clear and convincing oral presentations.
