Duties

Help
  • You will review and develops Navy Reserve comments on Defense Planning Guidance, providing recommendations throughout the Navy (OPNAV) staff.
  • You will review reports of capability assessments such as, the Chairman’s Program Assessment (CPA) and the CNO’s Guidance (CNOG), for coordination and development of Navy Reserve input or comment.
  • You will assist the Division Director in mentoring personnel.
  • You will review and ensure Navy's mobilization plans and policies are aligned to support strategic guidance and operations plans.
  • You will identify and coordinate the participation of OCNR (OPNAV N095) action officers on various planning, policy, and study working groups.
  • You will monitor Navy, DoD and JCS studies intended to explore innovative use of military capabilities, and application of capabilities against emerging threats, and framing the scope and extent of Navy Reserve participation.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience presenting ideas and recommendations to senior audiences effectively through written reports, verbal briefings, and visual presentations.

  • Experience in strategic design and strategy development, with a focus on supporting national defense objectives.

  • Experience collaborating with Federally Funded Research and Development Centers (FFRDCs) to conduct and support high-level strategic analysis.

  • Experience with the Planning, Programming, Budgeting, and Execution (PPBE) process across Navy and DoD environments, with particular expertise in how strategic guidance informs program development, assessments, and resource allocation.

  • Experience interpreting and applying laws and policies related to the structure and employment of reserve components within the DoD, Navy, and Navy Reserve.

  • Experience and knowledge of Navy Reserve force design and organizational structures, including headquarters staffs, subordinate commands, Navy Reserve Activities, and the Full-Time Support (FTS) program.

  • Experience developing and reviewing force mobilization plans and policies to align with strategic guidance and operational plans.
