Ideal Candidate Statement:

The ideal candidate has extensive experience in documenting, conducting investigations on-scene and analyzing regulated pipeline systems that move hazardous materials via either gathering, transmission or distribution systems. The candidate must have knowledge and education on pipeline engineering principles, operations, integrity management, corrosion, metallurgy, and welding. The candidate will also possess the ability to interpret and analyze pipeline operational guidance, safety management systems, qualification standards, ILI data, as well as geological and dent associated hazards. The candidate must have excellent written, verbal and analytical skills and work collaboratively with research or investigative teams. Possessing a professional engineering license is preferred but is not required.

As a Pipeline Accident Investigator, GS-1801-14, you will perform the following major duties:

  • Writes and prepares reports of accident investigations, safety studies, responses to Notices of Proposed Rulemakings, and inquiries from Congress, industry and the public.
  • Provides leadership and expertise in managing and coordinating investigative teams.
  • Provides expertise in the conduct and management of investigations of major accidents involving pipeline transportation; identify and select national pipeline transportation safety recommendations; and evaluate federal, state and local pipeline transportation safety laws and regulations.
  • Conducts extensive research and analysis of applicable regulations, technical manuals and records, inspection reports, and similar sources and means. Determines and recommends special investigative procedures and study needs that might be necessary.
  • Utilizes pipeline disciplines, such as gas distribution, gas transmission, hazardous and non-hazardous liquid pipeline systems/facilities, operations, maintenance, materials, integrity assessment, SCADA systems, offshore pipeline facilities, etc. in order to conduct pipeline accident analysis and investigations.

Qualifications

GS-14: You MUST have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as experience investigating high profile pipeline accidents involving complex failure modes such as metallurgical, operational or organizational with either a state or Federal agency or as an employee or contractor for a pipeline operator, while presenting the facts from the investigation in a detailed report; experience conducting studies on pipeline safety; presenting reports of pipeline accident issues; experience working with hazardous liquids and gas transmission or distribution systems, and supervisory control and data acquisition (SCADA) systems; experience organizing a major project, such as a hearing, symposium, research experiment and documenting those results in a written report.
