Summary

The primary purpose of the position is to be the frontline supervisor for the Central Utility Plant managing the day-to-day activities. The incumbent performs technical/administrative work involving managing, administering, performing, and operating services and programs related to the operation and safety of the Central Utility Plant within the Operations and Maintenance Section (O&M) of Facilities Management Service (FMS) at the VA Sierra Nevada Health Care System.

Duties

Help

Major Duties:

  • Plans and directs the Central Utility Plant programs by serving as a technical and administrative supervisor over the sections, exercising full supervisory responsibility over work operations involving the maintenance, repair, modification, and renovation of various building components.
  • Supervises approximately nine (9) employees of: seven (7.0) Utility Systems Operator, WG-5406-9, one (1.0) Electronics Industrial Controls Mechanic, WG-2606-11, and one (1.0) Air Conditioning Equipment Mechanic, WG-5306-10.
  • Works operations require performance of multiple skills such as maintaining inventory stock level, performing preventative maintenance, and performing routine and non-routine maintenance and ensuring that all functions of the section are carried out. T
  • Responsible for contacting various types of vendors and writing scopes of works to ensure projects are completed properly.
  • Responsible for reviewing scopes of work and contractor performance to ensure that work done conforms to the contract drawings and specifications. Both service and maintenance contracts are initiated and monitored to ensure the performance of contractors meets requirements of the contract specifications and VA standards. Incumbent ensures PMs are accomplished and documented to meet The Joint Commission (TJC), Boiler Efficiency Institute (BEI), Environment of Care (EOC) standards, and VHA directives.
  • Responsible for maintaining service manuals, files, technical data files, equipment PM and repair history files, training files for subordinates, and quality assurance files.
  • Has the ability and authority to order tools and materials to properly maintain the Central Utility Plants.
  • Works with Facility Operation Specialist and at times, Contracting Officers in procuring services, labor, and materials
  • Acts as a technical advisor, subject matter expert, regarding the operation, effectiveness, maintainability, serviceability, utilities, space, and environmental requirements of equipment, including their interrelationships with other equipment and the physical plant.
  • Assists in preparing and conducting basic training and competencies for Central Utility Plant personnel in proper and safe use of assigned equipment and assists in the formulation of comprehensive preventive maintenance schedules and procedural guidelines.
  • Provides necessary training to employees and maintain safety and other training files of each employee.
Performs other related duties as assigned.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
