Summary

As a Management and Program Analyst you will be responsible for: conducting comprehensive organizational studies to identify and propose solutions to management problems; developing efficient and effective policies and procedures; managing programs and projects; and producing written products and agency-wide communications on IO programs, projects, and services.
As a Management and Program Analyst, PT-0343-3, your typical work assignments may include the following:
Conducts comprehensive organizational studies in order to identify and propose solutions to management problems.
Conducts analyses and develops policies and procedures regarding resource utilization, organization, mission and functions, workload analysis and measurement.
Collaborates with the Executive Committee, Managing Directors, and other GAO leaders and managers to examine programs and operations and develop strategic objectives and business plans that focus on improving program performance and achieving outcomes. Regularly validates and revises plans.
Serves as a consultant and advisor to management in developing strategies that focus on achieving results and forecasting future trends into program planning initiatives. Develops pre-decisional information and strategies for management consideration.
Establishes and applies processes to involve stakeholders and assess the GAO environment.
Develops and uses organizational analysis to align activities, core processes and resources to support the accomplishment of desired outcomes.
Facilitates the development of performance measures at various program and organizational levels. Works with budget and financial personnel to develop linkages between funding levels and anticipated results.
Serves as the project manager on a variety of special projects. Leads matrixed initiatives, integrating the work of staff members from various disciplines.
Collaborates closely with other organizations to assist in developing goals, objectives, and measures of performance and to align and integrate action plans. Develops strategies for alignment and integration with other groups.

Qualifications
One year (52 Weeks) of specialized experience equivalent to the NEXT LOWER BAND, CS-II, PE-IIA, PT-II or GS-13 grade level in the Federal service or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position.
Specialized experience for this position is defined as: conducting analyses and developing policies and procedures regarding resource utilization, organization, mission and functions, workload analysis and measurement.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
