Duties

As the Alumni Relations Specialist at the GS-0301-11/12 some of your typical work assignments may include:

  • Responsible for the development, implementation, management, and execution of a dynamic program to build and sustain a networked and empowered community of current and future security leaders who share common values and perspectives, as our Allies and Partners, strive to increase their countries' capacity to meet internal security needs while contributing to the security of others, and promote greater security cooperation in the international arena.
  • Directs a coordinated program which is designed to contribute to a global network of security officials whose foundation rests upon the common experiences and knowledge obtained from Regional Center foundational educational courses.
  • Encourages graduates to take advantage of the professional network of security officials throughout the global security community.
  • Encourages and motivates Center graduates throughout the Center's area of interest to organize alumni-led programming.
  • Guides alumni toward developing and achieving goals which support the goals of the Ted Stevens Center for Arctic Security Studies (TSC) and its stakeholders.
  • Encourages and assists alumni to establish contact and work with other governmental and non-governmental organizations, UN agencies, NATO, OSCE, foundations, etc., to achieve these goals.
  • Advises TSC Center leadership, program directors and the curriculum review process concerning alumni programs and activities within the regional, transnational and course focus areas, based on knowledge of key security issues in the supported areas and networking.
  • Maintains a current database of all graduates with appropriate report formats.
  • Routinely collaborates with the TSC strategic communication representative to communicate with alumni by e-mail, telephone, mail, and on-line using social media tools.
  • Collects updated career and contact information about alumni and firsthand anecdotes relating to the relevance and utility of TSC programs.
  • Develops new concepts to improve its use and structure and provides it to appropriate internal offices such as to the TSC AM&E representative.
  • Responsible for producing and distributing alumni network electronic newsletters and assisting with the promotion of other Ted Stevens Center publications that might be a benefit to the alumni.
  • Develops and executes brochures in collaboration with our strategic communications representative to develop briefing, and other marketing materials for senior leaders among stakeholders and Allied and Partner countries to gain support of alumni programs.
  • Responsible for the overall planning, preparation, and execution of up to 12-20 outreach events per year, many of which are events specifically designed for alumni, and the organization.
  • Develops, supports, and assists with planning all Alumni Community of Interest events and collaborates with the Strategic Engagement team on field study tips to maximize alumni participation and to add value of the event to the network.
  • Completes concept papers prior to event development and publishes outreach event reports and proceedings and provides final after-action review/output to leadership and to the TSC AM&E representative to showcase higher levels of event proceedings.
  • Ensures all events are properly included in a proposed annual program plan and budget and submitted on a timely basis to the Dean and Deputy Dean of the School of Arctic Security Studies.

Qualifications

For GS-11: One year of specialized experience equivalent to the GS-09 grade level in the Federal service:

  • Knowledge and skill in organizing events.
  • Ability to cultivate relationships.
  • Knowledge and experience in database management.
For GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Knowledge and skill in developing, implementing, managing, and executing a program.
  • Skill at managing relationships, engagement, and communication strategies.
  • Ability to analyze trends of engagements and provide recommendations for improved participation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW Basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
