Duties

Help

Serves as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Provides technical expertise for the State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives.

  • Coordinates, conducts, and participates in safety and occupational health inspections and surveys in a widespread geographic dispersion of diverse operations posing serious hazards of unpredictable consequences to humans and property.
  • Identifies complex and unconventional hazards, and unsafe conditions and practices.
  • Performs or participates in mishap investigations to determine origins, causes, and contributing elements.
  • Initiates and carries out safety education activities based on organizational/industry trend analysis of hazards and mishaps.
  • Prepares and distributes safety promotional and informative materials to maintain safety awareness.
  • Prepares or assists in preparing responses to OSHA citations and inquiries, Inspector General inquiries, and employee safety grievances and complaints.
  • Reviews, prepares, and provide leadership briefings for accident investigation mishap reports.
  • Reviews purchase, service, and construction contracts.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This position requires training and experience to meet Army PCSOH, PCES credentials (or equivalent) within two (2) years of appointment.
  • Incumbent is required to obtain and maintain The Army Professional Certificate in Safety and Occupational Health (PCSOH), The Army Professional Certificate in Explosives Safety Level 1.

QUALITY OF EXPERIENCE

Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. SPECIALIZED EXPERIENCE: Applicant must haveone year of specialized experience at the GS 11 level which includes: 1) Developing and implementing a safety program to reduce the frequency, severity, and cost of accidents and occupational illnesses; 2) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; and 4) Managing safety program elements.
