The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America’s national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention.

Duties include the following:

Developing, administering, and implementing a comprehensive program for the security, emergency preparedness, fire prevention and protection, and occupational safety and health of Museum personnel, visitors, assets, materials, property, and facilities, including the four regional offices.

Works with senior management, experts, consultants, and contractors in the review, evaluation, and implementation of training programs and plans for Emergency Preparedness and Evacuation, Workplace Violence, and a proactive Crime Prevention/Security and Safety Awareness Program to assure compliance with appropriate federal, state, and local regulations.

Provides expertise in advance planning for special events and visiting dignitaries, including the President and foreign officials. 

Serves as Contracting Officer's Representative (COR) for the Museum’s Health Unit and Safety Program.  Duties also include oversight of the Museum’s Automated External Defibrillator (AEF) Program and assignment of appropriate staffing for Special and After-Hours Museum Events. 

Serves as the Point of Contact (POC) for the Federal Protective Services Security Officer contract for the Museum’s leased office space at Portals.

Required to be proficient in the use of technical security equipment and the handling of Control Center duties, as well as the operation of the Museum’s Continuity of Operations (COOP) site.  This equipment includes radio system, camera system, and Nice Recorder, Badging and Fingerprint systems.

SPECIALIZED EXPERIENCE: 

GS-13:

Specialized experience is experience directly related to the position to be filled. Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. The specialized experience requirements for this position are assisting with preparing the Museum’s Emergency Preparedness Plan; conducting emergency preparedness training and drills; evaluating and recommending security and protection programs for the Museum; and coordinates training for the security guard contract on emergency response, policies, and procedures.

GS-14:

Specialized experience is experience directly related to the position to be filled. Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. The specialized experience requirements for this position are developing, recommending, and implementing emergency preparedness, training, and security policies and programs; developing, evaluating, and overseeing the Museum’s emergency preparedness program; preparing Emergency Preparedness Plans, policies, procedures, and standards relating to emergency preparedness, physical security, and other special security and protection programs.
