Duties

Help

As a Fleet Superintendent, you will:

  • Plan, prioritize, and assign work; collaborate with peers and subordinates to assure effective advisory services; and otherwise ensures continuous progress toward stated goals.
  • Obtain information from multiple sources, evaluate it, and make accurate broad-based decisions to enhance program management and achieve results.
  • Ensure the proper formulation and presentation of the annual budget and the management of funds allocated to the Reserve Fleet for the accomplishment of program objectives. Direct the apportioning of funds among object classes and reviews and approves outside contract work within the limits of delegated authority.
  • Evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters.
  • Recommend appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
  • Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identify developmental and training needs of employees, providing or arranging for needed development and training; find ways to improve production or increase the quality of the work directed; and develop performance standards.

The ideal candidate has experience managing a large diverse organization including planning, prioritizing and assigning work; preparing, justifying and executing budgets; determining priorities and allocating resources; overseeing contract development, execution, and compliance; providing technical and professional direction through all phases of maintenance and preservation work abord unmanned ships; overseeing quality assurance programs; utilizing knowledge and use of program managements, concepts tools and process.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • POSITION SENSITIVITY AND RISK: Varies by position and will be based on the position to which appointed.
  • SECURITY CLEARANCE: Varies by position.  If applicable, you must be able to obtain and maintain the appropriate security clearance of the position to which appointed.
  • TELEWORK ELIGIBILITY:  This position is approved for situational telework and you are required to report to the office on a regular basis. The situational telework is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience supervising and leading a diverse group of office and trades personnel, including union relations.
  • Experience in the overall management, operations, and administration of a Reserve Fleet or other inactive ship fleet, a waterfront support facility and management of accountable government property.
  • Experience in maintaining custody, preservation, security, and husbandry of a variety of ship types such as ocean-going merchant cargo, tanker, and Navy auxiliary ships, offshore supply vessels and various specialty vessels.; and
  • Experience in budget preparation, budget execution and management, and procurement activities.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

  • Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
