Summary

You will serve as a GG-13 scientist, oceanographer, or mathematician responsible for mission planning and coordination for Unmanned Underwater and Unmanned Surface Systems. As a Watch Commander, you will manage the watch team's operational command and control, remote deployment, daily operation, operational changes, and recovery of unmanned systems. Duties

Help
  • You will manage a watch team's operational command and control, remote deployment, daily operation, operational changes, and recovery of Unmanned Surface Systems, using Unix-based and PC computer systems
  • You will maintain broad, real-time situational awareness of the current mission through effective management of a wide variety of incoming and outgoing information, and synchronize unmanned assets for technically advanced missions.
  • You will focus the watch team's efforts to rapidly evolving events negatively affecting the Unmanned Surface Systems mission.
  • You will analyze and interpret diverse data, including physical oceanographic information, Unmanned Surface Systems operational parameters, and external influencers.
  • You will identify system software and hardware deficiencies, write computer scripts, and implement corrections to background processes.
  • You will review and evaluate scientific and technical literature for possible application to projects.
  • You will prepare post-mission technical reports that serve as the basis for failure analysis and lessons learned.

  • Must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2; see Additional Information section.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  1. Manage a watch team's operational command and control (C2), remote deployment, daily operation, operational changes, and recovery of Unmanned Underwater and Unmanned Surface Systems (UxV);
  2. Liaise with internal and external partners to determine trends and modify plans based on internal and external physical oceanographic, engineering, and other scientific data to ensure mission objectives are met;
  3. Deliver formal operating procedures training to staff on how to identify system software and hardware deficiencies, write computer scripts, and implement corrections to background processes;
  4. Collect, interpret, evaluate, and determine proper classification of scientific/engineering information from multiple sources to produce tailored intelligence or environmental decision aids and post-mission technical reports for presentation to a wide variety of audiences;
  5. Assess the learning styles of a multi-disciplinary, cross competency team to deliver technical guidance and training that increases their knowledge, skills, and abilities on proper imagery and scientific analysis techniques and the application of those techniques to the piloting of unmanned underwater and surface vehicles.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Applicants must possess:

1301 Basic Requirements:

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
  1. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

1360 Basic Requirements:
  1. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
OR
  1. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.


1520 Basic Requirements:
  1. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
  1. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.
The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.


1550 Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Series Definition:
This series includes professional positions which primarily involve the application of, or research into, computer science methods and techniques to store, manipulate, transform or present information by means of computer systems. The primary requirements of the work are (a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; (b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and (c) knowledge of relevant mathematical and statistical sciences.

Evaluation of Education:
Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

--2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

This position performs a primary cyber work role of 621, per the DoD Cyber Workforce Framework.
