Duties

Help
  • You will move very large or awkward vessels ( e.g., Cutters, Surface Ships, Submarines) under hazardous conditions( e.g. , storm winds, strong cross currents, heavy traffic).
  • You will board inbound vessels to pilot a ship through an entrance channel to an anchorage, berth, or dock.
  • You will coordinate and execute docking, undocking, movement, and berthing of Navy vessels during ship availabilities.
  • You will determine the technical character of a sequence of moves or actions necessary by calculating and taking into account all circumstances of tide, current, wind, drift, channel depth, clearances, weather and other relevant factors.
  • You will forecast training, personnel, and equipment requirements necessary to meet long range needs.

  • You will be required to successfully complete a pre-appointment physical examination.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

This position has a Selective Placement Factor. Applicants NOT possessing this Selective Placement Factor will be found ineligible for this position. The Selective Placement Factor for this position is: current possession of a United States Coast Guard Masters License and unlimited First Class Pilot License for Norfolk Harbor and tributaries. (NOTE: You MUST submit a copy of both licenses/certifications with your application package).

Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is: ABILITY TO DO THE WORK OF THE POSITION WITHOUT MORE THAN NORMAL SUPERVISION while performing: piloting and moving large and small vessels in harbors and at berths or docks; assisting harbor pilots with the berthing of ships and verifying berth set up for vessels; tug master experience in docking and undocking ships.

Physical Demands:
This position at times requires arduous physical exertion. The Pilot must be able to climb very high ladders at times in very inclement weather from tugs as they embark/debark from various classes of vessels. Must be able to distinguish colors and have good vision and hearing, with or without the use of corrective devices. Must posses emotional and mental stability as the duties of this position are exacting and responsible. Must remain calm, professional and in control under very stressful conditions to insure safety of the ship and personnel.

Working Conditions:
Pilots in execution of duties are subjected to elements, extreme heat in the summer and extreme cold in the winter, because most government ships are conned from an open bridge. Pilots may encounter noxious fumes from diesel exhaust and other vapor's during their duties. Use of ladders to transfer from tug to ship or vice versa there is always the danger of falling, with bodily injuries, drowning or illness from exposure.
