The Administrative Office of the U.S. Courts, Systems Development and Support Office (SDSO) is seeking an Information Technology Specialist (SharePoint Developer) to join its team.

The IT Specialist (SharePoint Developer) role is a subject matter expert that has technical oversight to govern, configure, and implement the Training Division's SharePoint site. The SharePoint Developer also supports the Division's legacy website and course registration and reporting tools, in addition to assisting with migration to a modern learning platform. The incumbent supports adoption of new technologies by courts and AO Program Offices.

The IT Specialist (SharePoint Developer), will report to the eServices Branch Chief in the Training Division within SDSO.

Duties include, but are not limited to, the following:

  1. Design, manage, and perform layout and content updates to all SharePoint sites and legacy registration systems (front end and back end) under the purview of the SDSO Training Division.
  2. Provide system security oversight and patching for legacy registration and database servers.
  3. Perform posting and updates to the sites of all eLearning Modules (ELMs), videos, job aids, and other miscellaneous documents and files.
  4. Assist the Training Division in any technical issues related to the production and deployment of ELMs.
  5. Architect and design future versions of the Training Division SharePoint site, deploying new features as needed for improved user experiences.
  6. Design and implement new custom SharePoint web parts.
  7. Develop custom Power Automate workflows to automate Training Division tasks, such as surveying, reporting, and registration.
  8. Provide technical expertise and guidance for all aspects of the Training Division's SharePoint integration and web sites.
  9. Consult with leadership to identify new functionality and capability within the SharePoint site.
  10. Convert raw training metadata into meaningful reports and dashboards.
  11. Designing ServiceNow reports to enhance performance monitoring of support teams.
  12. Architect and implement user-level bookmarking capabilities for ELMs, and track user completion.
  13. Provide leadership and mentorship to the eServices web admin team within the Training Division.
  14. Advise stakeholders in requirements for future Learning Management System (LMS) technology with SharePoint integration.
  15. Prepare legacy course data for migration into a new LMS.
  16. Act as the technical point of contact during LMS conversion and assist with configuration of user interface and reporting for the SDSO Training Division.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Required Competencies (knowledge, skills, and abilities):

  • SharePoint Development.
  • Web Front-End Software Development - CSS, HTML, JavaScript, JavaScript Frameworks, AJAX, Web 2.0 technologies.
  • Web Back-End Software Development - .Net, PHP, Web Server Config (IIS), SQL Server DB, SQL.
  • eLearning - SCORM standards, Learning Management System methodologies, Instructional Methodologies.
  • IT Management - Windows Server and User Management.


Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:

  • Customer focused and skilled IT Professionalism and the ability to architect, design, develop, and deliver full-stack solutions with a specialization in eLearning and Learning Management Systems.
  • researching organizational processes and workflows to identify inefficiencies and areas of potential improvement.
  • Designing, implementing, and supporting software-based solutions to one or more defined organizational requirements showing an ROI.
  • Integrating new solutions and technology into legacy systems to increase the efficiency and longevity of those systems.

Desired, but not required:
  • Information Technology Infrastructure Library (ITIL v4 or v3 foundations)
  • AGILE development
  • Familiarity with new web technologies and frameworks such as React, Graph-QL, node.js
