Duties

Help

As a Supervisory Human Resources Specialist, you will perform the following duties:

  • Plan, organize, and direct a responsive National shared service center that includes the functional areas of employee benefits/retirement, transaction processing, workers compensation and electronic personnel records.
  • Participate in the formative stages of management planning; represent and advise agency officials in relating program requirements to human resources staff; encourage management actions that will contribute to an improved HR process and system, and identify potential problems and propose modifications to plans and practices that will avert them.
  • Represent the agency on human resources matters with representatives of other Federal agencies, business/industry, state and local governments, civic and professional groups, unions and other employee organizations.
  • Supervise a subordinate staff that performs work in various functional areas within benefits and retirement. Ensure staff of the center is trained to advise/assist regional employees, managers, and supervisors to carry out benefits and retirement responsibilities, to meet HR needs arising from daily agency operations, and to assist employees in resolving work related and other problems that may affect employee performance.

The GS-14 salary range starts at $126,563 per year.

SPECIALIZED EXPERIENCE:

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience advising on human resources issues and assisting in the administration of a Human Resources benefits and retirement program. This includes ensuring compliance with policies, regulations, and best practices, and participating in the planning, development, and implementation of initiatives to improve or modernize systems and processes.

1. Skill in developing, administering, and directing an employee benefits program, including executing human resources policies embodied in laws, Executive orders, regulations, agency policies or otherwise.

2. Knowledge of advanced HR principles, concepts, regulations, and practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve HR benefits & entitlements problems not susceptible to treatment by standard methods.

3. Ability to communicate and collaborate with individuals and groups to convey ideas and facts about the agency’s position and goals, to include working effectively with others and fostering partnerships.

4. Ability to plan, organize, execute monitoring, and evaluate people, performance, and program requirements, while guiding and directing a group of individuals toward the accomplishment of program goals and objectives.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
