The Director, ICBM supports the Director in leading the Directorate by providing responsive, flexible full-spectrum civil engineering services, enterprise infrastructure program management/acquisition oversight, facility investment planning, design/construction, career field management support, energy, environmental compliance/restoration, and audit assertions all while incorporating acquisition/program management principles. Supports the oversight of major infrastructure, construction, and facilities under the ICBM umbrella. Significant interactions at GO, SES, community, and government agency levels as the DAF representative to include National/State/ Local elected officials, COCOM/ MAJCOM CCs, Army Corps of Engineers and AFNWC senior leaders. Represents the AFNWC on all ICBM Civil Engineering matters at all levels of government, DoD and industry. Represents AF to numerous industry forums and interfaces with industry leadership (CEO level) on all aspects of energy, environment, design, construction trends, projects, and performance.
Uses depth and breadth of civil engineering project management experience to develop and integrate processes to efficiently and effectively execute the ICBM facilities construction and sustainment requirements. Provides oversight of facilities management to ensure judicious use of operations and maintenance funds to attain the best programs for the least expenditure of resources and maintains oversight of the overall operations and maintenance management effort to identify problem areas and to direct new procedures for improved operations, economy and efficiency. Contributes to mission accomplishments by integrating policy and guidance from both SAF and Air Staff, DoE, NNSA, DoD, and other mission partners; developing solutions to meet Center, MAJCOM and AF established goals. Effectively balances responsiveness to chain of command and adeptly implements change and process improvement initiatives. Travels, briefs, meets extensively with government, industry, DoD, AF, and civic officials as the ICBM representative on all matters of construction execution and facilities management, including, but not limited to, environmental impact studies, renovations, green field assessments, and all other work necessary to maintain current ICBM properties, develop new ICBM properties, and transition between the two, and decommission condemned facilities as required.
Operates with broad guidance and minimal oversight from the ICBM Director, in generating written products promulgating CONOPs, tactics, techniques and procedures, and technical guidance. Prepares and presents effective and articulate executive level advocacy, information and decision briefings on topics ranging from capabilities to project performance to resourcing decisions. Maintains knowledge of current events and sensitivity to political environments necessary to direct solutions that recognize multiple equities. Ensures execution integration across the enterprise to maximize the use of human and fiscal resources. Devises new business approaches to efficiently manage the ICBM facilities portfolio. Provides oversight and direction in the development of engineering design policies and criteria for base facilities required to support current and projected ICBM Missions. Participates in providing oversight of the facilities design and construction programs. Provides guidance for development, testing and implementation of new cost-effective construction technique materials and procurement practices. Responsible for coordination with SAF/IEE, AFCEC, the Army Corps of Engineers, AFGSC and applicable Air Base Wings ensuring adequacy and currency of design/construction policy and execution as it affects ICBM directorate projects.
Through subordinate supervisory personnel, assures the establishment of standards of professional and technical quality and ensures standards are maintained. Determines duties and responsibilities of assigned employees. Evaluates the background of prospective candidates for critical positions and selects key personnel for senior level positions. Guides hiring and intern management and development. Ensures career development requirements of assigned personnel are established and that actions are being taken to satisfy those requirements. Organizes workshops, conferences, and action groups as deemed necessary to facilitate and enhance the competence of the community. Chairs or participates in senior level meetings at the center or elsewhere in the command to address issues impacting the accession, enhancement, and retention of personnel. Chairs executive level steering groups and boards on technology insertion, process development and Improvement, and workforce health and safety. Conducts reviews of work accomplished and directs any necessary actions to resolve problems or concerns.
Education: A bachelor's degree from an accredited institution is required. A master's or advanced degree from an accredited institution is highly desired.

SALARY: $161,128.00 - $207,500.00 per annum. (Air Force Tier 1) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary.

SES members are eligible for Performance-Based Salary increases and/or bonuses. This is a SES Career Reserved position and is assigned a precedence priority code of DV-6/ Brig Gen, Tier 1 for protocol purposes.

Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.
