  • Ensures that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services
  • Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures.
  • As the team lead, identifying, distributing and balancing workload and taking among employees.
  • Trains or arranges for the training of team members in methods and team building and working in teams to accomplish tasks or projects
  • Provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks.
  • Serves as the organization’s technical authority of overseas entitlements and allowances and provides management oversight for the full range of overseas entitlements to the HR Operations community.
  • Provides advice and assistance to HR specialists as they, in turn, advise new hires and current employees on overseas entitlements.
  • Issues addressed include, but are not limited to: PCS, return rights, early return of dependents, Living Quarters Allowance (LQA), etc.
  • Perform special projects and studies assigned by the Human Resources Director, DLA Customers, Customer Account Managers, or team leads relating to Overseas Programs.
  • Provides management advisory services and authoritative policy interpretations on highly complex agency-wide or equivalent issues on Overseas Programs.

Qualifications

To qualify for a Lead Human Resources Specialist your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to
successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13
level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under
other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements
including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum
qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable
specialized experience includes:

GS-13:

  • Leading teams to align their goals with organizational strategies and missions.
  • Providing technical oversight and expertise on overseas entitlements and allowances (e.g., PCS, LQA, return rights)
  • Conducting and managing special projects or studies, including highly complex or sensitive topics.
  • Monitoring team performance, ensuring timely completion of tasks and compliance with quality standards.
  • Advising program managers on policy interpretations, workflow improvements, and solutions for difficult problems.
  • Coordinating and presenting findings to leadership and customers with professionalism and tact.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
