Duties

Help
  • Serves as a Budget Analyst for assigned Appropriated Fund (APF) and/or Nonappropriated Fund (NAF) programs.
  • Reviews, analyzes, edits, and consolidates budget submissions for assigned activities.
  • Monitors the execution of approved budgets, to include obligations, expenditures and/or income.
  • Assists with the overall issuance of APF/NAF execution reports and maintaining the financial integrity of applicable databases/financial information.
  • Assists in the development of reporting requirements for the preparation, collection, justification, and submission of budgetary data.

Qualifications

1. Knowledge of basic principles and practices of budget formulations in order to prepare written funding justifications, consolidate budget requests, request additional funds, and monitor expenditures against obligations for specified programs.

2. Skill in balancing funds between accounts; i.e., transferring funds between line items or sub-projects or identifying excess funds for possible transfer to other operating programs.

Highly Desired: Candidates who possess the highly desired criteria and meet the minimum qualifications above will be referred to the hiring manager first. Criteria is verified within the application package.

1. Possess knowledge and understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels.
2. Possess a Bachelor's Degree in a financial management related field (transcripts must be submitted at the time of application).
3. Possess knowledge or experience in NAF/APF financial programs.
4. Possess a CPA certification (copy of certification must be submitted at the time of application).

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are not authorized, based on a determination that a PCS move is not in the Government's interest.
Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives may be paid, but are not guaranteed.
  • Up to 25% relocation, recruitment and/or retention incentive may be authorized.
Non-Foreign Overseas Allowances
  • Non-foreign cost of living (COLA), and differentials will be paid, contingent are upon eligibility. Subject to change at anytime.
  • COLA 1.49%.
