Duties

Help
  • You will develop and implements business strategies, budgets, and staffing plans.
  • You will apply extensive background knowledge of project management and expert knowledge in the subject-matter or functional area for resolution of problems and settlement of conflicts in assignment.
  • You will be responsible for integrating the perspectives of project managers, division leaders, and sponsors to attain comprehensive vision and strategy.
  • You will have the ability to work directly with major sponsors (customers) including Army, USMC, Space Force, FMS, and other external stakeholders.
  • You will work with each member of the Branch to develop their respective annual Contribution Plans and IDPs and also conducts and documents their semi-annual contribution assessments.
  • You will work with the other Team Leads and Division management, as necessary, to resolve personnel issues when they arise.
  • You will integrate the perspectives of project managers, division leaders, and sponsors to attain comprehensive vision and strategy.
  • You will involve a wide range of work, including Communication and Network Architecture, RF systems, Satellite Communications, EM/EO Propagation, Advanced Integrated Circuits and Sensors, and Agile software development.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The Branch Head provides supervision, oversight, and coordination for operations and business development, and manages an annual budget in excess of $7M.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: The Branch Head collaborates with other Branches and teams across the Center to grow and diversify the sponsor (customer) base within the Division's five major business areas.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: The selectee must be able to assimilate the purpose and role of the Branch, become familiar with the Branch's personnel and their respective skills and abilities, and ultimately provide mentoring and technical guidance as needed to ensure long-term success for the individual Branch members and the Branch as a whole.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: The selectee will work with the other Team Leads and Division management, as necessary, to resolve personnel issues when they arise. The Branch Head will exercise civilian leadership in carrying out assigned supervisory duties to include coaching, training, and new business development.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or NM-03 pay band in the federal service or equivalent experience in the private or public sector Integrating the perspectives of project managers, division leaders, and/or sponsors to attain comprehensive vision and strategy; collaborating with other branches and/or teams to grow and diversify the sponsor (customer) base.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6.

This position is eligible for ad-hoc/situational telework at the discretion of management.

This is a Cyberspace Workforce position, work role code SUPERVISOR, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

This position is covered by the Department of Defense Priority Placement Program.
