Duties

Help
  • You will be responsible for ensuring that IA attributes shall be achieved through the cost-effective, risk-balanced application of controls.
  • You will perform the comprehensive evaluation of the technical and non-technical security features and safeguards of NWDC’s IT systems, applications, and/or networks.
  • You will maintain systems accreditation for all NWDC computer systems, networks and applications in accordance with DIACAP and/or RMF standards.
  • You will be responsible for managing the NWDC risk, security and contingency planning program for IT systems.
  • You will recommend, assign, implement and validate IA Controls IAW DODI 8510.01.
  • You will be responsible for ensuring that NWDC systems and network design incorporate redundancy and data backup.
  • You will develop and maintain a NWDC Domain Cyber IT/CWF Management and Qualification Plan.
  • You will ensure all NWDC Cyber IT/CWF personnel (military, civilian and contractor) are fully qualified in accordance with assigned Cyber IT/CS positions and work role code qualification requirements.
  • You will ensure compliance monitoring occurs, review the results of such monitoring, and implement mitigation strategies to correct findings or deficiencies.
  • You will be responsible for authorization of all user access to IT systems, misuse and violation reporting to include electronic spillage processing.
  • You will be responsible for managing the NWDC Removable Media/Cross Domain data transfer program IAW DOD, Navy, and local instruction.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

  1. Experience preparing, justifying and administering a program budget and understanding the command financial process.
  2. Experience developing, writing and reviewing Navy, Joint and Allied publications. Ability to write in a clear concise, organized and convincing manner.
  3. Experience developing, planning and managing multiple complex projects simultaneously. Understands naval organization and planning requirements.
  4. Proven experience developing, administering and leading a mixed government/civilian/contractor work force.
  5. Experience designing and implementing strategic organizational plans and goals. Understands how naval operations and activities impact goals and plans.
  6. Experience and expertise applying IT security concepts/standards/methods, provide technical advice to management on critical IT issues, and make decisions or recommendations concerning important IT policies or programs.

This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role as IT Specialist (ISSM) in Cyber Security. Work Role Code (WRC) 722 - Information Systems Security Manager. As a condition of employment the incumbent of the position is required to maintain a WRC Intermediate level qualification in accordance with DODM 8140.03 of February 15, 2023 and supporting DON policies.

The incumbent participate professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented in a current individual development plan signed by both the employee and supervisor. Any hours in excess of the required 20 requirement completed in a given year may not be carried over beyond the next consecutive year.

2. The incumbent must obtain the required qualifications within 12 months of appointment and maintain those qualifications as described in DODM 8140.03 for DCWF role as stated above. For more information, please review SECNAVINST 5239.25.
