Duties

Help
  • Develops long rang program plans that enable the evaluation and measurement of the ISF systems' and applications' program effectiveness.
  • Prepares comprehensive short term and long term ISF program projects and assists in the formulation of appropriate goals and measures for the Directorate.
  • Coordinates with the financial management team in the development and execution of the annual budget formulation and/or execution process for all ISF programs and projects within the ISF IT Portfolio.
  • Advises senior management officials and staff on most appropriate deployment vehicles to ensure target audiences receive the appropriate message and provides policy guidance and consultation to appropriate parties.
  • Maintains appropriate controls for Sensitive but Unclassified (SBU), Confidential, and Classified data in compliance with Departmental rules and regulations.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - This skill is generally demonstrated by assignments where the applicant provided leadership in the analysis of office processes to identify opportunities for improvement and efficiencies, initiated the review and improvement of work methods or organizational features, and ensured that all assigned projects and personnel were managed according to established project management principles.
  2. Customer Service - This skill is generally demonstrated by providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; collaborating with stakeholders to identify the support needed and outline the parameters and characteristics of the equipment to be used.
  3. Oral Communication - Ability to communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management officials on complex/controversial issues, e.g. identifying and reporting on duplicative and/or unneeded steps and offering suggestions for improvements.
  4. Problem Solving - Ability to make decisions or recommendations that significantly influence important agency IT policies or programs and apply new developments to previously unsolvable problems; conceptualizes, manages and coordinates major enterprise-wide IT projects.

AND

Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

  • Experience manages the Department’s Office of Real Property and Space Management (RSM).
  • Experience exercises significant responsibility in dealing with officials of other Department organizations, Federal agencies, and non-governmental organizations.
  • Experience working within the Department organizational, policies, practices, decision making processes, other offices and inter agency relationships to effectively interface with all interested.
  • Experience developing researching long-range goals for the division.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

Applicants who meet the minimum qualification requirements, as described in the “Qualifications” section of this announcement, will be assigned a score between 70 and 100.  The assessment is used to measure the degree in which your background matches the competencies (knowledge, skills, and abilities) required for this position. Your qualifications will be evaluated on the following competencies:

  • Knowledge manages the Department's Office of Real Property and Space Management (RSM) under the A Bureau, Directorate of Domestic Operations and Emergency Services (DOES) through two subordinate supervisors in two divisions.
  • Knowledge of real property and space management, utilization, and renovation and disposal for the entire domestic DOS real property inventory
  • Skill in Office's efforts (e.g. technical project and financial management, foreign mission leases, security measures, and timing of contract work) and physical platform affects the interests of the U.S. Government, foreign missions, and their respective governments.
  • Skill in contributes to the effective performance of the departmental personnel and organizations, along with controlling the Department's rent budget.
  • Ability to manage several extremely high-profile building projects, as well as ensuring the work is properly scheduled, financed, performed, and reviewed.
  • Ability to exercise supervision over the ISF Team members who are comprised of senior and mid -level Information Technology Project Managers and Management Analysts.
