Summary

This position is located in the Architect of the Capitol (AOC), Information Technology Division (ITD).

The selectee will provide management and program analysis support to the Chief Information Officer (CIO) and Deputy CIO on ITD’s program operations. Functions include budget management, workforce analysis, operational program analysis including surveys and strategic initiatives, records management and preparing and presenting the findings to ITD management.

The individual selected for this position will:

Program Planning and Analysis:

Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.

Develops life cycles cost/benefit analyses of operational programs.

Identifies resources (staff, funding or equipment) required to support varied levels of program operations.

Researches and investigates new or improved best business and management practices for application to division programs or operations.

Formulate, maintain, and track ITD's budget and spend plan.

Leads ITD initiatives in support of the 5-year Strategic Plan.

Conducts reviews of division functional programs to determine if they contribute to efficient and effective operations.

Assists with functional management reviews and evaluates program compliance with AOC information technology (IT) policies and procedures.

Collaborates with peers in other jurisdictions to develop management and program evaluation plans, procedures and methods in support of these processes.

Writing and Communication:

Develops and documents standard operating procedures and develops new or modified policies, goals and objectives.

Summarizes in written form and communicates results and recommendations of program analyses.

Writes and creates presentations to communicate information on program objectives, findings and recommendations to the CIO, Deputy CIO and managers.

Develops management and/or program evaluation plans, procedures and methodology. Summarized findings and reports of feedback surveys and recommends changes or improvements in organization, work methods and/or procedures.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service.

You MUST meet at least three (3) of the four (4) specialized experience requirements listed below to qualify:

  1. Assists with management reviews and evaluates program compliance with AOC information technology (IT) policies and procedures.
  2. Writes and creates presentations to communicate information on program objectives, findings and recommendations to the CIO, Deputy CIO and managers.
  3. Analyze and summarizes findings and reports on feedback surveys and recommends changes.
  4. Develops life cycles cost/benefit analyses of operational programs

  • A COR certification that does not expire within 1 year (or before June 30, 2026)
