Manage and provide directions to supervisors and staff at the GS-13 and GS-14 grade levels. Oversee the activities of these employees from both personnel and programmatic direction perspectives. Direct staff in their activities to meet programmatic goals for end user support and device support. Approve time and attendance, determine work priorities, assign tasks, plan work, develop performance standards, assess work performance, advice and counsel employees on work and administrative matters, hears and resolves complaints from employees, effecting disciplinary action, identify developmental and training needs of subordinates, supervisors and staff, find ways to increase the quality of work performed by subordinates, and interviews and selects candidate staff members.
Prepare staffing forecasts, analyze staffing requirements and utilization, plan staff development, and recommend strategies for changes in human capital across the organization. Plan and track unit tasks and responsibilities to ensure effective utilization of staff and other resources.
Direct work tasks and activities of staff in connection with technical design and support efforts across the Indian Health Service (IHS). Is a member of the Office of Information Technology (OIT) management team.
Direct and monitor information technology (I/T) projects with employees across functional boundaries within IHS.
Represent the Director, Deputy Director, OIT, and the IHS in working with officials from the Department of Health & Human Services (DHHS), General Accounting Office (GAC), Office of Management & Budget (OMB), other government agencies and departments, colleges and universities, professional societies and specialty groups, and other disciplinary organizations.
Provide advice, briefings, assistance, and counsel to senior management throughout the IHS and prepare detailed organizational planning documents, position papers, action plans, etc. for dissemination within and outside IHS. Provide expert advice regarding I/T services for agency program objectives and operations utilizing knowledge of state-of-the-art information systems, information system technologies, data networks, and data center management.
Technical Responsibilities
Ensure performance of critical I/T functions and maintain availability of critical data used in the agency's delivery of healthcare and administrative processes.
Plan, develop, and implement enhancements to IHS enterprise wide I/T infrastructure services which support the overall connectivity, data transmission, and voice and messaging communication across the agency. Develop I/T policies, procedures, and guidance (e.g., hardware, software, telecommunications) in accordance with industry best practices for IHS I/T community and approximately 18,000 end-users of IHS data and systems.
Lead initiatives to research and analyze new technologies to develop cost effective methods to meet business requirements.
Apply structured practices such as those found in Information Technology Infrastructure Library (ITIL) to focus I/T services with the alignment of business needs of the organization.
Advise the Chief Information Officer (CIO) on operational aspects of the agencies short- and long-term I/T service goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitor progress and evaluate outcomes of I/T operation activities.
Ensure complex I/T projects achieve success to meet metrics for full performance with regards to performance, timing, and budget.
Oversee provisions of authoritative technical assistance and consultation on the capabilities of I/T to tribal organizations.
Budget and Acquisition
Plan, manage, integrate, and coordinate budget formulation, presentation, and execution with respect to agency I/T operations and Capital Planning and Investment Control (CPIC) requirements. This position is responsible for an annual budget with multi-million-dollar expenditures.
Direct various aspects of procurement related to assigned I/T systems and may act as a Contract Officer Representative (COR) Level III for I/T contracts. Provide guidance and oversight to ensure contract requirements are met; Develop procurement documents; Validate tasks and deliverables provide services desired by management; and perform other COR duties as required. Manage and ensure the high performance of the IHS major I/T operation investments.

MINIMUM QUALIFICATIONS
GS-15: One (1) year of specialized experience equivalent to at least the GS-14 grade level.
