Help
  • Develops, implements, and administers national Medicare Secondary Payer (MSP) Coordination of Benefits and Recovery (COBR) policies and procedures for coordinating Medicare benefits with other primary and secondary health insurance benefits.
  • Plans, organizes, directs, coordinates, and controls the resources required to assure the timely, accurate, and cost functional responsibilities.
  • Provides technical oversight and support on MSP policies, procedures, and claims review appeal issues for the application of MSP claims processing policy and crossover claim procedures.
  • Develops policies, procedures, internal controls and recommends innovative process improvements to streamline operational support in order to achieve efficiencies that improve the quality and timeliness of delivery of services.
  • Assembles and directs teams or task forces for the duration of special assignments or projects.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing contractor(s) performance related to financial and operational tasks; and 2) Coordinating the implementation of new functions requiring the utilization of multiple resources and organizations; and 3) Overseeing Medicare Secondary Payer (MSP) policy and operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Workplace Flexibility at CMS: This position has a regular full-time in-person reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate with alternative work schedules at the manager's discretion. This position may be authorized for situational telework. Telework eligibility will be discussed during the interview process.

This position is being filled through a temporary promotion that may not exceed one year. In rare instances, an extension may be granted beyond one year. Management may end this temporary promotion at any time, and in such cases, the employee will be returned to the previously held position or another position of equivalent grade and pay.
