Summary

This position is located in the Office of the Chief of Protocol, Major Events Division (S/CPR/ME). The incumbent serves as Assistant Chief of Protocol with responsibility for coordinating Presidential, Vice-Presidential, and Secretary of State-hosted international summits, peace talks, ministerial level conferences and related international meetings. The incumbent has fiduciary responsibility over an annual budget to support the planning and execution of these major events.

Duties

Help
  • Coordinates logistics for Presidential, Vice-Presidential, and Secretary of State-hosted international summits, peace talks, ministerial level conferences and related international meetings.
  • Uses a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems as related to major events hosted by the Department.
  • Organizes, assembles, and supervises a Team that is responsible for creating, staffing, and executing the logistics platform upon which international summits/meetings unfold.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience coordinating logistics for major events (e.g. Presidential, Vice-Presidential, and Secretary of State-hosted international summits, peace talks, ministerial level conferences and related international meetings).
  • Experience assessing major event protocol programs effectiveness and making recommendations to support protocol event related actions, interests, and initiatives.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position. 

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

  • Ability to direct and coordinate large scale events.

Agency Career and Interagency Career Transition Assistance Program (CTAP and ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for selection priority.  Applicants found to be among the top qualified candidates will be referred to the hiring official for further consideration and possible interview.
