Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO). The Director, Mission Support will independently assess OCSO operations, interpret guidelines, and coordinate with AOC offices, the United States Capitol Police, the House and Senate Sergeant at Arms, congressional organizations, and other agencies as required to ensure the highest expectations of the AOC Strategic Vision are achieved.

Duties

Help

**Must be able to obtain and maintain a Top-Secret Clearance.**Must be COR certified.**

The Director, Mission Support is responsible for independent leadership of administrative operations, budget, inter-agency agreements, technical services, safety programs, human capital, procurement, strategic planning, security project portfolio management, metrics and quality control of the OCSO.

Program Management and Oversight

  • Performs organizational analyses for organizations or programs encompassing a major agency component, such as the OCSO.  Determines the cost effectiveness of programs.  Analyzes and evaluates existing, new, and emerging functional requirements of the organization, program standards, and measures the effectiveness. Ensures funding and acquisition activities align with the needs of the United States Capitol Police (USCP) and other congressional stakeholders.
  • Develops, formulates and manages the organizational annual, multi-year and no-year budget in alignment with security requirements and needs of congressional stakeholders. 
  • As an expert on long-range planning, recommends and participates in developing strategies for implementing and planning for the OCSO and AOC. 
  • Actively supports and participates in the execution of the AOC Strategic Vision and 5 Year Plan.  Ensures that OCSO goals and objectives align with the Strategic Vision and recommendations developed through the plan are implemented within the organization.
  • Develops, implements, annually updates and maintains a long-term operations/strategic plan for OCSO covering a period not less than five years, to include workforce development.  The plan includes a comprehensive mission statement, goals and objectives, and a schedule of tasks that will be necessary to achieve the strategic objectives.
  • Senior advisor on security project portfolio funding and acquisition strategies enabling efficient and effective use of agency, jurisdiction and outside agency support to execute.  Develops briefings, reports and white papers to inform AOC Leadership, external agency legislative partner agencies including but not limited to: House and Senate Sergeant at Arms, Appropriations Committees, Senate Committee on Rules and Administration, Committee on House Administration, Secretary of the Senate, Director of House Operations,  
  • Lead customer engagement with Congressional stakeholders including Capitol Police Board, Architect of the Capitol, House and Senate Sergeant at Arms, House Chief Administrative Office, Senate Rules Committee, Committee on House Administration
  • Monitors and oversees safety, fire, environmental; emergency preparedness; and related programs within the jurisdiction through contractor and/or staff expertise. 

Advice and Guidance

  • Advises and recommends communication strategies for stakeholder management regarding funding sources, security program management, and strategic security initiatives.
  • Provides authoritative guidance and leadership to special projects, operational requirements and strategic planning for the OCSO and AOC.  Leads complex management studies and reviews, particularly those with a significant effect upon the organization structure, operating policies and procedures, fiscal control, and operations that directly impact the mission of the customer.
  • Originates and establishes inventive new analytical designs or investigative techniques that are of material significance in the solution of important problems with unprecedented or novel issues, such as developing new criteria for measuring the value of program services and benefits.
  • Provides analysis of plans, policy documents and operating procedures to ensure they are meeting organizational objectives and goals.  
  • Provides technical advice and counsel both within and outside the organization as a recognized expert in the field.
  • Serves as an organizational expert in developing quality programs, procedures, and methodologies to improve the effectiveness of work methods and management controls for OCSO programs.   

Supervisory Responsibilities

  • Manages, directs and oversees all budget, administrative, human capital, procurement, training, safety, policy implementation, internal controls, interagency agreements, strategic and operational planning and management for the OCSO.
  • Provides oversight for the development and implementation of new or modified security programs, and provides advice, guidance and recommendations to the senior management staff.  
  • Performs the administrative and human resource management functions for staff supervised.  Establishes guidelines and performance expectations for staff members, which are clearly communicated through verbal feedback and the formal employee performance management system.

To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
 

To qualify at the GS-15 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: 

  • Providing administrative oversight, program management guidance, strategic planning to assess efficiency of business and security operations.
  • Providing recommendations and implementing solutions to complex issues in a variety of management programs for a large organization or agency.
  • Planning and conducting analytical studies and assessments of organizations, programs, and administrative practices.

**A Bachelor’s Degree is preferred.**
