Serves as the principal advisor to the Deputy Assistant Inspector General for Investigations (DAIGI) and the PAIGI with responsibility for directing a Headquarters Operations staff that maintains an overview of all field office investigative operations.  This position also provides direction to staff in the Complaint Center Operations (OIG Hotline) and Special Investigations Unit (SIU). 

Analyzes, evaluates, and supervises the preparation of internal and external national reports required by the IG Act (Semiannual Report); departmental regulations; or in response to specific inquiries and requests from Congress, OMB, and the White House.  This includes the compilation of statistical and other data from the investigative case management system and or other sources to assist senior management in the evaluation and in ensuring proper allocation of investigative resources consistent with the goals established by the OIG and Department.  Oversees the coordination of the receipt and processing of national congressional inquiries of an investigative nature.

Develops briefings, speeches, position papers, executive correspondence, and other sensitive communications for presentation in high level meetings.  Briefs OIG senior leaders, the Department, Congress, and others on the status of investigations and of significant developments in investigations.

Coordinates all aspects of the investigative operating policies, procedures, and techniques applicable to specific departmental functional or program areas.  Ensures all investigative and administrative functions are performed in compliance with governmental, Departmental, and OIG policy directives.  Advises and makes recommendations to the DAIGI, the PAIGI, the Deputy Inspector General, and the Inspector General on important program policy and decision-making actions in the assigned region which would have an impact on investigative matters.

Oversees all OIG field investigative offices on investigative and administrative operations by providing advice and guidance to regional SACs in matters related to investigative priorities, policy, budget, and other operational and administrative matters.  This includes ensuring that investigative regional offices make accurate, complete, and timely entries of investigative activities in the investigative case management system and also covers the coordination of investigative priority program areas such Grant and Procurement Fraud, Transportation Safety, Employee Integrity, and Consumer and Workforce Protection.  In addition, the incumbent is responsible for all other investigative program areas, including OIG subpoenas, undercover, confidential funds, and electronic monitoring requests.

Oversees the operation of the OIG Hotline and the SIU.  OIG’s Hotline is responsible for receipt of complaint from a variety of sources, reviewing and processing those complaints, disseminating the complaints, tracking the complaint assignments, and ensuring that all complaints are adequately addressed. The SIU conducts investigations involving GS-15s, Senior Executive Service personnel, or other highly sensitive positions or that require specialized knowledge and expertise to include referrals from the Office of Special Counsel and Whistleblower retaliation allegations.

Provides professional leadership and technical and administrative supervision to the staff of Headquarters Operations, the OIG Hotline, the SIU, and regional offices.  Gives advice, counsel, or instruction to individual employees on both work and administrative matters; interviews candidates for positions; makes recommendations for appointment, promotion, or reassignment; hears and resolves complaints; effects disciplinary measures; identifies developmental and training needs for staff; and evaluates performance.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: A background security investigation is required for all selected individuals. Appointment will be subject to the applicant’s successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.
  • PRE-EMPLOYMENT MEDICAL AND DRUG TESTING: Tentatively selected candidates are required to successfully complete a pre-employment medical examination and undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. 

Qualifications

Candidates must have at least one (1) year of experience which is in or directly related to the line of work of this position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the federal government. Non-governmental experience should be of similar complexity.

Specialized experience includes skill in planning and conducting complex criminal, civil, and administrative investigations; experience in the formulation of policies, procedures, and standards of investigation; maintaining liaison with a variety of law enforcement bodies; and managing and providing supervision in a law enforcement operation.

NOTE: All applicants who do not currently, or have in the past worked as a GS-1811 Criminal Investigator in a federal OIG office must clearly demonstrate in their on-line application, possession of the experience. Applicants who fail to clearly and specifically address this factor in their on-line application will not receive further consideration for the announcement.

You will be required to satisfactorily complete the criminal investigator training course at the Federal Law Enforcement Training Center.

You will be required to qualify and maintain qualification to carry and use government-owned firearms. You are ineligible for this position if you have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or you received a pardon. In most jurisdictions, you must be at least 21 years of age to carry a firearm.

This position is eligible for Law Enforcement Availability Pay (LEAP).
