As Contracting Pre-Award Liaison (PAL) serves as the key point of communication and coordination between internal stakeholders (such as directorates, project teams, procurement, and legal) during the pre-solicitation phase of the procurement process. Main focus and role focuses on ensuring that all parties involved in a procurement process understand and adhere to applicable policies, regulations, and timelines, and develops a complete pre-solicitation package prior to submitting to the assigned contracting activity. The Contracting PAL plays a crucial role in the early stages of the contract life cycle by coordinating all aspects of the pre-award process. This position services to perform pre-solicitation support by providing guidance and assistance to PMs/CORs and other customers in the course of developing, preparing, writing, reviewing and editing pre-solicitation packages for submission to the contracting activity for all new and recurring services. The PAL will review all pre-solicitation documents and facilitate recommended edits and revisions to the requirements owners (PMs/CORs) to improve consistency with industry best practices, commercial practices and ensures the documentation is compliant with the appropriate regulatory guidance and statutory limitations (e.g., inherently governmental functions and personal services). Serves as the primary point of contact for internal and external stakeholders during the pre-award phase of contracts. Ensures that solicitations comply with applicable federal, state, or organizational procurement regulations. Provides guidance on completing PWS/SOO/SOW, marketing research and Independent Government Estimates. Responds to inquiries related to pre-proposal meetings or vendor briefs. Assists in coordination and facilitation of multi-functional kick-off and acquisition meetings between requirements owners (PMs/CORs) and their management, the budget/finance POC, the security POC and the CO/contract specialists (CSs) and planning boards. Submits Pre-solicitation package submission to the assigned contracting activity. Reports the contracting activity's acquisition status and include status of expiring contracts. Conducts regularly scheduled and unscheduled self-inspections ensuring the Contracting organization is compliant with DoDI 4105.67, DAFMAN 64-119, Operating Instructions, and applicable regulations. Performs other duties as assigned.
