Open to all current competitive and excepted service federal employees at their current grade (GS14 or GS15 or equivalent level). Detail opportunity is non-reimbursable for 120 days or greater. Supervisory approval is required.

Duties

Help

This is a Non-Reimbursable Detail Opportunity for 6 or greater months. If selected your management and branch must concur with the non-reimbursable detail. A MOU will be signed between your branch and the agency. RELOCATION EXPENSES WILL NOT BE PAID.

As an Assistant Director, GS-0301-14/15 your responsibilities will include:

  • Developing a vision and strategic priorities for a specific portfolio area -Advancing priorities by managing engagements with USG and external stakeholders, securing commitments and building senior-level consensus around policy actions
  • Advise and make recommendations to the OSTP Director, other OSTP leadership and other senior principals on issues within the designated portfolio area
  • Developing and reviewing products that help advance OSTP's priorities, such as policy papers, briefing memos, talking points, reports, summaries, and other written documents
  • Adapting to shifting tasks and evolving priorities as needed

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: setting strategic direction, engaging with senior leadership, and developing policy products in one or more of the following policy portfolio areas:

  • Innovation and industrial strategy
  • Research security
  • Technology and national security
  • International science and/or technology
  • Education and workforce development for science and technology
  • Biosecurity
  • Biotechnology
  • Nanotechnology
  • Semiconductors
  • Quantum information science
  • Advanced communications / telecommunications
  • Civilian nuclear
  • Energy
  • Arctic/polar
  • Oceans
  • Maritime
Additional requirements include the ability to:
  1. Grasps and explains complex issues
  2. Prioritizes between multiple tasks and deadlines
  3. Communicates clearly, concisely, and effectively through verbal and written means
  4. Maintains productivity in collaborative and independent working environments
  5. Possesses strong research, writing and editing skills
  6. Adheres to timeliness and is detail oriented
  7. Utilizes Microsoft Suite for document management.
