Duties

Help
  • Serves as the Supervisory Petroleum Engineer and Division Chief.
  • Administers federal fluid minerals in both North Central Montana District (NCMD) and Western Montana District (WMD) offices.
  • Supervises the Oil and Gas Division staff in administering all federal fluid minerals for NCMD within the assigned area of responsibility.
  • Exercises delegated decision making and authority and provides expert advice to NCMD and WMD Managers on oil and gas matters.
  • Provides supervision, oversight, and expert technical advice and guidance on fluid minerals exploration, drilling, production, drainage, and abandonment/reclamation operations consistent with Bureau and Departmental policies.
  • Holds Indian Fluid Mineral Trust responsibility for all areas in both NCMD and WMD.
  • Responsible for all aspects of operating and maintaining a BLM Office in a facility collocated with US Forest Service.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: The ability to provide oversight and expert technical advice and guidance on fluid minerals exploration, drilling, production, drainage, and abandonment/reclamation operations consistent with Bureau and Departmental Policies. Supervision, management or leadership with planning, organizing, and assigning work to subordinates, budget systems, hiring practices, EEO, equity, diversity and inclusion principles, and other work and administrative matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.

Physical Demands: Principally, the work is sedentary and occurs in an office setting. The work may occasionally require performing strenuous field duties in extreme temperatures varying from 100 degrees in the summer to -30 degrees in the winter. Incumbent may be required to walk into road-less areas or areas inaccessible to vehicle travel. The incumbent may be involved with collecting samples, studying production operations, and/or carrying equipment weighing less than 50 pounds.

Work Environment: Work is in three principles setting: a) office, b) travel to isolated locations, and c) inspections sites where protective clothing and safety precautions are required, subject to work around heavy construction equipment, drillings rigs, and dust. Office work is subject to stressful situations changing priorities, and short deadlines. Field work may include walking and driving motor vehicles over rough terrain in all kinds of weather ranging from below freezing to 100 degrees Fahrenheit. There will be travel and time spent away from the District to attend training and/or other coordination meetings.

Education

Basic Education Requirement: This position has a positive education requirement which requires that you have a degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
