Help

As a Safety and Occupational Health Manager within the Office of Management Services, some of your specific duties will include:

  • Serves as principal advisor to senior and executive management to support and assist in the execution of safety programs to include specialized safety programs, data management systems for safety inspections, assessments and evaluations, program planning, and safety and industrial hygiene management systems and accident reporting.
  • Develops and implements strategic plans in support of the agency's national Occupational Safety and Health programs and initiatives through the development of policies, programs, systems, and long-range plans for bureau-wide application.
  • Directs development of, maintains, and effectively utilizes comprehensive data management systems for safety inspections, program assessments and evaluations, program planning, and safety and comprehensive industrial hygiene management systems and accident reporting for the bureau.
  • Works closely with the DOI Bureaus, representing DOI and USGS interests on Federal Agency and Departmental Councils, work groups, and conferences to include assisting in formulating partnerships and developing initiatives that have impact and scope across all Department Bureaus and that are applicable or adoptable by other federal agencies.
  • Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing, identifying training needs, implementing EEO (Equal Employment Opportunity) policies, evaluating employee performance, and carrying out disciplinary actions.
  • Operates a government owned or leased vehicle as an incidental driver.

Are There Any Special Requirements For This Position?

  • You will be required to operate a government-owned or-leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements: (1) possess a valid State license, and (2) possess a safe driving record. If selected, you will be required to provide proof of a valid State license & a copy of your driving record.
  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications

Definitions:

SPECIALIZED EXPERIENCE: Specialized experience is experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of qualifying specialized experience may include:

  • Managing safety or occupational health program elements.
  • Developing or recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

UNDERGRADUATE EDUCATION: A year of undergraduate education is 30 semester hours, 45 quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite.

GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university.

For GS-14:

Applicants must meet the following to qualify for the GS-14 level:

Specialized Experience is defined as providing expert level advisory services to leadership, management, and staff in the administration of an occupational safety and health management program. This includes applying expert level knowledge of mission, programs, policies, goals, organizational structure, and science strategies to effectively plan and coordinate safety activities across organizations and disciplines and to determine the impact of broad OSH (Occupational Safety and Health) policies, initiatives, and processes on science activities and operations. This also includes developing and applying OSH (Occupational Safety and Health) policies, regulations and standards, principles, practices and procedures to facilitate development, coordination, promotion and implementation of a comprehensive OSH (Occupational Safety and Health) Program, inclusive of high-risk activities with broad bureau impact, and experience consulting with senior officials on the impact and application of new and existing legislation and policies.
