Help

The IT Specialist (Cyber Threat Intelligence Analyst) is responsible for promoting, developing, and updating threat profiles associated with the federal courts. The Cyber Threat Intelligence Analyst assists in the development of priority intelligence requirements, associated collection plans, and the development of relevant and actionable threat intelligence.

Duties include, but are not limited to the following:

  • Analyzing operational cyber data to identify potential future adversarial actions.
  • Developing finished cyber intelligence products, including timely technical assessments and recommendations.
  • Conducting risk assessments on Judiciary-specific critical assets for a wide variety of threat scenarios.
  • Developing and updating of indicators of compromise tracking mechanisms and standard operating procedures.
  • Developing and updating threat profiles to align with the Judiciary's security operations division-specific needs.
  • Developing and updating open-source collection plans with the goal of automating feasible key components using Splunk and other technologies.
  • Constructing link analysis graphs to provide threat actors' context and background to support incident response and threat hunt.
  • Developing mitigation strategies tailored to the Judiciary's unique systems and working environments before, during, and after incidents.
  • Facilitating technical exchange meetings with partner government agencies in both classified and unclassified forums.
  • Developing and reviewing threat intelligence reports focusing on the behaviors of the threats specific to the Judiciary that are supported with indicators of compromise.
  • Curating threat intelligence feeds.
  • Conducting market research for threat intelligence tools to improve the collection and enrichment capabilities.
  • Producing and reviewing weekly status reports.
  • Managing contract personnel supporting Judiciary cyber intelligence services.
  • Researching and evaluating new and emerging cyber capabilities and services.
  • Coordinating and collaborating with federal, state, and local government partners and commercial vendors.
  • Collecting, analyzing, and disseminating classified and unclassified intelligence products and information to support the operational needs of the Judiciary and the U.S. government.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience must demonstrate ALL areas defined below:

  • Extensive knowledge of advanced persistent threats tactics, techniques, and procedures.
  • Understanding of possible attack activities such as network probing/scanning, DDOS, malicious code activity, etc.
  • Understanding of basic networking protocols such as TCP/IP, DNS, and HTTP.
  • Understanding of global geopolitical dynamics and the ability to apply that knowledge to an information security context.
  • Ability to translate complex information sets into specific actionable recommendations to enhance customers' security posture.
  • Knowledge and abilities as described in NIST Special Publication 800-181 National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce for the roles of All-Source Analyst (AN-ASA-001), Threat/Warning Analyst (AN-TWA-001), and All Source Collection Manager (CO-CLO-001).
Desired, but Not Required:
  • Strong fundamental understanding of the TCP/IP stack, the OSI model, and troubleshooting concepts.
  • Bachelor of Science degree in Computer Science, Information Technology, Engineering, or other relevant STEM degrees from a fully accredited university.
  • GIAC Certified Incident Handler (GCIH)
  • Certified Information Systems Security Professional (CISSP)
  • GIAC Certified Forensic Analyst (GCFA)
