Duties

Help

Serves as the Technology Program Manager, first line supervisor, and recognized Subject Matter Expert within an assigned CYS Services Branch of
IMCOM G9. Works under the general supervision of the CYS Services Operations Branch Chief.

Plans and assigns work to subordinates, sets priorities, and establishes schedules for work completion. Evaluates overall performance of assigned
employees and provides appropriate recognition and feedback.

Ensures assigned CYS Services Program conforms to all applicable DoD and Army policy, IMCOM G9 standards, Congressional legislation, public law,
and with the most current applicable industry standards.

Oversees and monitors implementation of policies, plans, standards, and procedures for assigned CYS Services program and provides guidance for CYS Services programs Army-wide. Provides content for operational materials and tools (i.e., inspection manuals, field operational handbooks, checklists, and training) for Army-wide implementation. Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, reports, flyers and brochures. Analyzes and evaluates data to determine trends and identifies strategies for program, evaluation and improvement.

Serves as the principal advisor to the Operations Branch Chief on Technology team initiatives to sustain and improve the CYS Services benchmarks of
Quality, Affordability, Availability and Accountability. Functions as Project Officer for designated CYS Initiatives. When required, represents and speaks for CYS Services Branch or Division Chief.

Reviews financial and budget data relating to CYS Services field performance. May serve as a Contract Officer Representative. Performs duties in the
delivery of CYS Services Management Information Systems (MIS). Responsible for integrating automated applications into all aspects of CYS Services
operations. Oversees the development and implementation of procedures and actions in support of automated programs required by installation program managers. Serves as liaison for CYS Services MIS applications G6 and Regions.

Applies advanced information technology (IT) principles, concepts, methods, standards, and practices to plan and carry out difficult and complex
assignments and develop new methods, approaches, and procedures. Oversees and supports the implementation of the CYS Services MIS applications to include collecting and maintaining up-to-date statistical data for planning and reporting purposes. Applies methods for identifying and resolving IT workforce issues.

Determines CYS Services MIS operation requirements and provides/develops solutions within MIS capabilities. Responsible for implementing information security and information assurance policies, principles, and practices.

Performs other duties as assigned.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Progressive work experience in child development fields that equipped the applicant with the particular knowledge, skills, and abilities to perform
successfully the duties of the position as described above. This experience must include at least one year performing duties equivalent in skill and
complexity to the next lower grade level.

Work experience must include technical knowledge of automated applications, technology related security requirements, and the ability to prepare written briefings and conduct oral presentations. Demonstrated ability to plan, organize and direct work/project activities.

Supervisory experience that demonstrates superior managerial skills with the ability to plan and organize work, analyze problems, identify significant
factors, gather pertinent data and instruct staff in implementing required solutions.

In addition, candidate must possess:
1. Program administration experience in one or more major program areas directly related to financial management, contracts/acquisition, personnel, or
technology.
2. Ability to evaluate program effectiveness and compliance with benchmark criteria and applicable policies and procedures.
3. Experience in creating and delivering presentations and planning and conducting training for adults.
4. Ability to communicate effectively orally and in writing. Communication skills include superior writing ability in the areas of complex policy
implementation, instructions and processes. Superior oral communications skills to meet the briefing and instructional requirements of the position.
Demonstrated ability to interpret complex policies and statutes.

Preferred are candidates who possess the following:
Successful completion of a Bachelors Degree in a field appropriate to the position highly preferred: (i.e., 4 year degree with a major course of study in
Information Technology or related field) OR A combination of education and experience - courses equivalent to a major in a subject matter field (24
semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Possess the experience required above and a wide range of management experience in more than one CYS Services position (i.e., Youth Technology Lab Program Lead, Functional Technology Specialist, Region Technology Specialist, Youth Information Technology Management, etc) and working knowledge of a minimum of two (2) CYS Services MIS applications (e.g. WebTrac, CYMS, IRO) or equivalent systems.

Experience working at a higher headquarters preferred.
