Summary

This position is located in the New Service Design and Development Division, Office of Consular Systems and Technology, Bureau of Consular Affairs (CA/CST/NSDD), in the U.S. Department of State. The incumbent serves as a subject matter expert and technical authority for the Consular Systems Modernization program encompassing the program and project management functions for the identified IT services within CST’s overall IT Service Portfolio.

Duties

Help
  • Develops and manages the portfolio's procurement strategy, ensures alignment with organizational goals and stakeholder needs while optimizing resource allocation.
  • Assists product teams in procurement planning, execution, and management by providing guidance and support throughout the procurement lifecycle.
  • Establishes and implements processes, tools, and best practices to enhance procurement efficiency and effectiveness across the portfolio.
  • Monitors and evaluates contractor performance, ensures compliance with contractual obligations and federal regulations while fostering effective communication between teams.
  • Promotes a collaborative environment by sharing knowledge, facilitating training on procurement best practices, and supporting teams in agile software development and product management methodologies.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Prepares or contributes to detailed statements of work for contracting out the implementation of the functionality defined in the project plan.
  2. Customer Service - Makes decisions that involve major uncertainties (e.g., continuing changes in customer business requirements, etc., etc.) with regard to the most effective approach or method applied.
  3. Oral Communication - Oral and written communication skills to develop and present reports, correspondence and briefing slides.
  4. Problem Solving - Apply new developments to previously unsolvable problems; and make decision or recommendations that significantly influence important agency IT policies or programs.

AND

Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience developing and executing IT portfolio acquisition strategies while ensuring alignment with organizational goals.
• Experience leading teams in the planning, execution, and management of IT procurements, providing strategic guidance throughout the procurement lifecycle.
• Experience developing and implementing processes and tools that enhance procurement effectiveness and drive efficiency, including IT procurement best practices like modular contracting.
• Experience and understanding contracting practices, including the ability to attain certification such as Contracting Officer Representative (COR) or Contract Administrators that oversees contractor performance.
• Experience with agile software development, product management, user-centered design, and DevOps practices.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
