Duties

  • Performs full range of supervisory responsibilities which include performance appraisals, disciplinary actions, leave approval, and hiring authority. Assigns and monitors work of subordinate employees to ensure timely completion of assigned projects.
  • Ensures subordinate employees have a clear vision of the department and organization goals and direction. Provides employees with the tools, training, and resources to achieve organizational goals.

  • Participates in defining graphic and digital product requirements. Develops or assists with development of documentation to be used in the process and validation of such requirements.
  • Participates as a senior manager on the theater team leadership group and is responsible for digital media support and requirements.

Qualifications

Minimum Qualifications:

  1. Demonstrated experience leading graphic design, configuration, and the software development lifecycle. Demonstrated experience includes developing layout and using industry specific agile software development/engineering methods to produce and promote ideas, services and build products.
  2. Demonstrated experience implementing HTML code; cascading style sheets (CSS), scripting/programming languages, and other leading technologies for the production of websites or web-based applications.
  3. Demonstrated experience working in a variety of current, industry-standard graphic design software.
  4. Previous experience leading or supervising a department or team of employees.
Highly Qualified Criteria:
  1. Previous supervisory experience in a digital media organization.
  2. Demonstrated experience developing user stories.
  3. Demonstrated experience managing a Sprint in the past 3 years.
  4. Demonstrated experience participating in grooming the backlog in the past 3 years.
  5. Demonstrated experience leading a discussion with business stakeholders over the design of a digital product.

Healthcare Access and Availability:
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
Incentives and Bonuses
  • Incentives will not be paid.
Foreign Overseas Allowances
  • Foreign overseas allowances, cost of living (COLA), and differentials will not be paid.
  • Post Allowance will be paid (to eligible US citizen).
  • Differentials will not be paid.
  • Living Quarter Allowance (LQA) is authorized if eligible.
