Summary

As a Contract Specialist, you will be  responsible for all pre-award, award and post award functions for assigned acquisitions.

Location of position: GSA, Federal Acquisition Services located in the following cities Washington DC; Atlanta GA; Ft. Worth TX; Chicago IL; San Francisco CA; Colorado Springs, CO; Lakewood, CO; Orlando FL; and Tampa FL.

GS-13 

  • Performs the full range of pre-award and post-award functions (e.g., price/cost analysis, negotiation, administration, termination). Provides contracting for a wide range of products and services utilizing a variety of highly complex acquisition contracts, methods, and vehicles.
  • Works on the most complex contracting actions and functions involving highly specialized acquisition of significant importance to client agencies with missions of nationwide, national, and/or international scope. 
  • Serves as an advisor to program officials in acquisition planning meetings, identifying acquisition objectives and methodologies to use and providing expert technical guidance in the preparation of statements of work. Prepares determinations, findings, and solicitation documents.
  • Conducts analysis and evaluation of contracting policies and practices and initiation of, development for, and recommendations regarding contracting policies, procedures, and other guidance potentially impacting other contract specialists and contracting entities. Participates on a variety of acquisition teams, studies, projects, or comparable activities to communicate significant issues, articulate positions, and solve problems or improve acquisition processes.
  • Negotiates modifications, determining contract cost changes, price adjustments, progress, and partial and final payments. Verifies evidence of contractor progress and makes progress payments until final delivery and payments are completed and the contract is closed. Negotiates delivery and progress schedule changes; determines whether contractors have fulfilled all contract requirements, any corrective actions needed, and/or monetary adjustments for deficiencies.

The GS-13 salary range starts at $105,383 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to the Basic Requirements listed above:

To qualify for the GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience in performing the full range of pre-award and/or post award activities utilizing various types of contracts such as fixed price, various cost types, requirements, performance based and multiple award schedules) and evidence of professional potential, business acumen, and drive for results, relationship building, and self-motivation in order to procure a variety of complex or specialized products and/or services; 

OR

experience requiring sufficient knowledge of contracting regulations, policies, and procedures and an organization's program and technical requirements in order to conduct reviews of contracts or contracting actions, recommend or plan improvements to an organization's procurement program.

  • Expert knowledge of cost and price analysis and cost accounting standards sufficient to perform the full range of strategic, analytical and technical acquisition assignments.
  • Expert professional knowledge of federal acquisition regulations, contracting laws, policies, regulations, processes, procedures and acquisition planning, methods, and execution sufficient to prepare, administer, and complete contracts for a wide range of products and services; apply and interpret federal acquisition guidelines.
  • Expert knowledge of business practices sufficient to identify sources, recent developments and trends, economic factors affecting acquisitions, and anticipated requirements of federal client agencies; analyze cost and pricing data and contract proposals; and evaluate offers for responsibility.
  • Knowledge of and related skill in written and verbal communication to keep federal agency management and contractors apprised of acquisition action/contract statuses; communicate with senior level executives and other management at client agencies; present sensitive recommendations to higher-echelon authority; articulate highly technical information to varied audiences; present or negotiate on behalf of the government; and resolve critical acquisition issues, address concerns, and/or solve problems.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
