Summary

As a Supervisory Contract Specialist, you will be  responsible for all pre-award, award and post award functions for assigned acquisitions.

Location of position: GSA, Federal Acquisition Services located in the following cities Washington DC; Atlanta GA; Ft. Worth TX; Chicago IL; San Francisco CA; Colorado Springs, CO; Lakewood, CO; Boston, MA; Orlando FL; and Tampa FL.

  • Plans, directs, and manages the acquisition and delivery of products and services including but not limited to research and development, information technology (IT), and professional services to federal clients worldwide. 
  • Sets directions for policy, operations, and internal systems. Manages assessment of client technical and contractual requirements; delivery of acquisition, business, and marketing strategies; market analysis; and business plans.
  • Provides definitive contracting expertise in the formation and administration of Indefinite Delivery Vehicles, Blanket Purchase Agreements, and task orders. Determines appropriate procurement methods for contracts in accordance with federal, agency, and client guidelines (e.g., laws, regulations, policies).
  • Provides technical and administrative supervision to a division through subordinate supervisors. Advises, counsel, or instructs employees on both work and administrative matters.
  • Meets with, briefs, and makes presentations to Senior Executive Service (SES) and other executive-level personnel within the agency, client agencies, and other federal entities on matters of considerable consequence or importance to the program office and acquisition operations managed. 
  • Performs specialized assignments involving assigned acquisition areas that frequently cut across organizational lines and involve interdisciplinary teams. This work often involves analyzing complex acquisition, contracting, and related material and evaluating a wide variety of options, requiring extensive research and critical thinking to achieve management objectives and satisfy client needs.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-15 salary range starts at $124,531per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  


1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to the Basic Requirements listed above:

To qualify for the GS-15, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is defined as providing expert consulting and acquisition support services to federal agency clients to include pre-award acquisition planning, contract formation, contract administration, contract closeout, and acquisition oversight. This experience must include: 

  • Overseeing and conducting reviews of complex contractor processes and systems using qualitative and quantitative techniques 
  • Ensuring compliance with applicable laws, regulations, policies, and procedures as it applies to acquisition activities and programs 
  • Serving as a subject matter expert for both government and commercial business practices and quality assurance operations 
  • Coordinating with internal and external stakeholders, leadership and regulatory officials, and meeting with industry partners, and Federal, and State and local agencies.
  • Providing program guidance and procedures for acquisition programs or initiatives
  • Leading contracting professionals providing contracting services for the acquisition of a wide range of supplies and services (professional and non-professional)

  • Serve as a definitive subject-matter expert providing leadership on contracts managed; conduct studies, analyses, and assessments of client acquisition requirements involving product and service needs.
  • Familiarity with business strategy and program and/or technical requirements sufficient to perform or direct in-depth evaluations of the financial and technical capabilities and/or performance of contractors.
  • Verbal and written communication skills sufficient to develop, coordinate, and/or provide reports, briefings, and other presentations to a variety of audiences with diverse needs; meet with federal agency and contractor executives to independently communicate, defend, and/or justify extensive and highly complex recommendations; and conduct management reviews and present proposals to a variety of individuals at all levels of the agency or client agencies on contracting operations.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
